Dear Mr. McMillan:
We have contacted Mr. Eric Alsmeyer with the U.S. Army Corps of Engineers
concerning the Galway Glenn project on Morreene Road in Durham (NCDWQ Project #06-
1349). The landowner plans to use bottomless culverts for both stream crossings so there will be
no impacts to jurisdictional areas. According to Mr. Alsmeyer, we do not need to submit a PCN
if there are no discharges into 404 waters. We would like to withdraw the PCN for Galway
Glenn submitted on 17 August 2006. We will be submitting construction drawings for the
bottomless culverts to the Corps to verify that no permit will be needed for this activity. We will
forward their verification to you when it is received. In the meantime, since it is likely that no
permit or PCN will be required, we would like confirmation from NCDWQ that this project is
not subject to the. additional stormwater practices as required by General Certification 3402.
