Thanks Marla. I, too, would most appreciate minutes to fill in the blanks. Also, I missed somewhere along
the way, why NCDOT's preferred alternative is C. I was not aware of that until the meeting and don't
understand why C when the local governments want A. I am not asking for a justification but, rather, the
rationale for your choice.

I have aquestion---if this project is being elevated based on the choice of alternative C and the COE and
DWQ will not be issuing a permit and there is no federal money/FHWA participation for the project who will
be on the review board? It would appear that DOT will be making this decision solo and if that is the case,
is there a need to write briefs? I don't think I've ever experienced this position previously but it seems like
the decision has already been made.
The FWS will be consulting with TVA on the impacts under sec 7 in a separate process but as for NEPA
merger, I'm not sure that we're still in that process.
Please advise.

Thanks Marella. The minutes will be forwarded to the team members by Monday, November 26th. The
short answer for the preference of alternative C as the LEDPA is because of the anticipated impacts
associated with the C as opposed to A. There are other factors that were mentioned in the meeting such
as the library and the community college, that make C an attractive alternative as well. The key points of
the meeting will be captured for everyone in the meeting minutes to fill in any gaps that may have
occurred due to technical difficulties.

Merger Team Members:
First, let me thank you for your attendance and patience at
todays merger meeting for R-4748. Upon conclusion of the
meeting, NCDOT stated we would proceed with Alternative C under
the elevation process to achieve LEDPA. Also, it was noted,
because there are no anticipated impacts associated with
Alternative C that would require a permit from the Corps the
project could potentially be removed from merger. Therefore,
the next steps are as follows:
1. All Merger Team Members that abstained or did not concur with
alternative C, will need to provide a written brief, stating
their agency's position to NCDOT's Project Manager, Undrea Major
within 5 working days. However, due to the upcoming holiday,
this date has been extended to Nov. 30, 2007. A sample of the
format for your written brief will be provided to you by Undrea
Major as well as it can be found on NCDOT's Merger O1 website
(http://www.ncdot.org/doh/preconstruct/pe/MERGEROl/IssueBrief.html)
