proposed strictures lengths were based on the updated design. Also to bring the Merger Team
members up to date on the project since it had been several years since the team last met.
Marla Chambers stated that the main change was the piping of stream 31R. Marella Buncick stated
that an increase of 800 feet in linear stream impacts was substantial. Marla Chambers asked if
increasing the length of the bridge would lessen the impacts to the archaeological site. Matt
Wilkerson stated that since the impacts to Gloucester Gap Road were caused by the visual intrusion of
the bridge, increasing the length of the bridge would not reduce the impacts to the site.
Chris Militscher stated, and the rest of the Merger Team agreed, that they would sign the Concurrence
Form if NCDOT would stipulate that another meeting of the Merger Team would take place to discuss
cultural resource and detour issues, with the understanding that these issues might require a
reevaluation of agreed upon crossing structures, particularly the bridge over Big Mountain Branch.
NCDOT agreed to the stipulation and the Merger Team signed the form.
Additional Questions
After the Merger Team signed the document, additional project questions were asked. Marla
Chambers asked what would happen to existing NC 215 if the "New Location" option were chosen.
Since the purpose of the project was safety, she questioned if additional work would be required on
existing NC 215 in the future. Ken Gilland stated that there were several options for existing NC 21 S
if the "New Location" option were chosen, including removal from the state system. Jamie Wilson
stated that most of the people using NC 215 lived to the north of the project area and would use the
relocated NC 215 almost exclusively. Those still living on existing NC 215 are familiar with the road
and are used to the conditions there. DeWayne Sykes stated that the "New Location" facility would
provide a reasonable alternative to existing NC 215.
Marla Chambers asked if there were acidic soils in the project area. Jody Kuhne stated that they were
not. She also stated that there was a nearby bog turtle population, that the olive darter was found in
the North Fork of the French Broad River, and that many of the streams in the project area were trout
streams.
Dave Baker asked about the amount of waste associated with the project build alternatives. Based on
the preliminary design, the following wastes quantities were estimated:
New Location Alternate (40 mph design speed):
Cut = 5,158,000 cubic yards
Fi11= 1,840,746 cubic yards
Waste = 3,317,524 cubic yards
Improve Existing Alternate (40 mph design speed):
Cut = 8,794,000 cubic yards
Fi11= 72,000 cubic yards
Waste = 8,722,000 cubic yards

NC 215 Improvements from US 64 to SR 1326.
Transylvania County, North Carolina
Based on the preliminary designs, preliminary hydraulics recommendations, Merger
Team analyses, and a project review and update, the members of the Merger Team have
concurred on this date of August 14, 2007 with the hydraulic crossing recommendations
listed on the attached spreadsheet and map.
"New Location" Alternative:
In summary, the stream crossings on the "New Location" alternative that require major
structures {Crossings 1 OR and 20R) will be bridged as will Crossings 40R and 60R.
Culverts or concrete pipes will be utilized for all other stream crossings on this
alternative, as listed in the enclosed spreadsheet.
"improve Existing" Alternative:
The major hydraulic structures on the "Improve Existing" alternative, where the proposed
roadway will be relocated (Crossings 30E and 40E), will be bridged. All other crossing
structures on the "Improve Existing" alternative will be extended or replaced, as
recommended in the enclosed spreadsheet.
