8. PROJECT SUMMARY: The applicant proposes to construct a 4' x 5' boatlift adjacent to the existing
pier and platform.

9. PROJECT DESCRIPTION:
The applicant has requested that the subject CAMA Major Permit application be processed under the
Express Review Permitting Program. The project site is located at 225 Lois Avenue, adjacent to the
Atlantic Intracoastal Waterway (AIWW), in Holden Beach, Brunswick County. To find the property,
take Highway 17 south from Wilmington towards Holden Beach. Turn left onto Highway 130 and
continue until you cross the Holden Beach Bridge. Turn right after crossing the bridge and continue
approximately 0.75 miles and turn right on Boyd Street. Continue along Boyd Street and take a right
onto Lois Avenue. The property is the third lot on the left hand side of Lois Avenue (from Boyd Street).
The lot is approximately 0.11 acre with roughly 50' of shoreline frontage. The lot averages 5-8'above
mean high water and a wooden bulkhead stabilizes the shoreline. The applicant maintains asingle-
family residence (recently constructed) on property and vegetation consists of lawn grasses and
landscape shrubs. There is a 40' wide section of Coastal Wetlands (Smooth Cordgrass Marsh (Spartina
Alterniflora)) that extends north from the edge of the existing bulkhead.
The Holden Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high
ground portion as Developed. The waters of the AIWW are classified SA by the N.C. Division of Water
Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries
and they are OPEN to the harvest of shellfish.
PROPOSED PROJECT: The applicant proposes to construct a 4' x 5' boatlift (jetski) along the eastern
side of the existing access pier and platform. The boatlift would be located adjacent to the existing
platform, approximately 30' landward of the terminal end of the access pier, just within the 15' riparian
corridor setback of the eastern property. Water depths in the vicinity of the proposed boatlift range from
-1' to -2' below Mean Low Water (MLW).
According to the work plat drawings provided by the applicant's agent, the proposed structure would be
located within 1/4 of the width of the waterbody and within the established pier-head alignment of the two
adjacent docking structures (less than 50' separation on either side).
10. ANTICIPATED IMPACTS
The proposed boatlift would incorporate an additiona120 square feet of estuarine waters and public trust
area. The proposed structure would be consistent with the Holden Beach Land Use Plan. Minor increases
in turbidity can be expected during construction.

PROJECT NARRATIVE
Mini boat lift for Stephen M. Jones
March 19, 2008
The proposed project is located at 225 Lois Ave. in Holden Beach, Brunswick
County. The site can be reached by entering the Town of Holden Beach via NC
130 and turning west on Ocean View Blvd West. Travel on OVBW to Boyd Street
and turn right -proceed to the end of Boyd and turn right on Lois Ave.. The
project site is the third lot on the left.
At present there is a residence under construction on the lot which received a
CAMA Minor development permit. The existing pier and docking facilities on the
properly were authorized by General Permit 48290 issued 5/15/2007 to the
applicant. These structures consist of a pier extending to the AIVVW edge of
channel approximately 110' by 6'. There is a floating dock on the west side of the
pier and also a platform. The floating dock is approximately 8' x 15' and the
platform is approximately 11' x 8'. The shoreline of the property is
approximately 50' in width and the lot is approximately 100' in depth. The
adjacent AIWW is classified as SA waters. Water depths in the project site
location are approximately -2' NLW.
The applicant is proposing to install a personal water craft lift to be used for a jet
ski. The dimensions of the lift are approximately 4' x 5'. The lift will be attached
to a single piling to be located at the approximate center of the walkway
adjacent to [east of] the existing deck. It travels up and down the piling by a
"worm screw" drive and has two runners or boards on which the craft will sit.
The applicant has chosen to request that this application request be processed
by the express option.
