HomeMy WebLinkAboutUS 221 BypassBRIDGING DECISIONS PROPOSED US 221 RUTHERFORDTON BYPASS TIP Project R-2233B State Project 8.1891001 Purpose of Today's Meeting The purpose of today's meeting is to discuss proposed bridge locations and lengths. Formal concurrence on bridge lengths and locations (Concurrence Point 2A) will be requested at the conclusion of this meeting. Project Description Project R-2233B is included in the 2007-2014 Transportation Improvement Program (TIP) as the construction of a US 221 Bypass of Rutherfordton. A multi-lane roadway on new location is proposed in the TIP. The proposed project is approximately 12 miles long, depending on the alternative chosen. It is anticipated approximately 350 feet of right of way will be required to accommodate the bypass. Full control of access will be obtained for new location portions of the proposed project. Partial control of access (one access per parcel with no other access) will be obtained for portions of the project along existing roads. Project Purpose The purpose of the project is to reduce congestion, improve safety, and improve travel time for traffic using the US 221 corridor in the vicinity of Rutherfordton. Proiect Status/Schedule The NEPA/404 merger team concurred on alternatives to be studied in detail on April 17, 2002. Currently, four alternatives are still under consideration. Right of way acquisition is scheduled for State Fiscal Year (FY) 2011 and construction is scheduled for FY 2013. Current Study Alternatives The project is divided into two sections for study purposes. Section A extends from the US 221/LJS 74 Bypass interchange south of Rutherfordton to US 74 Business/US 221A. Section B extends from US 74 Business/LJS 221A to US 221/SR 1366 (Roper Loop Road) intersection north of Rutherfordton. Alternatives 3, 4, and 6 in section A and section B are interchangeable. A summary of impacts associated with each alternative is shown in Table 1. Alternative 3 Alternative 3 involves constructing a bypass on new location around the east side of Rutherfordton. This alternative involves widening existing US 221 from north of US 74 Bypass to south of SR 2194 (Poors Ford Road), then would extend on new location, crossing SR 2201 (Thunder Road), US 74 Business/LTS221Acnd US 64 before connecting back with existing US 221 near SR 1536 (Old US 221)-north of Rutherfordton. Existing US 221 would be widened to four lanes with a median from SR 1536 to north of SR 1366 (Roper Loop Road). Alternative 4 Alternative 4 would involve widening existing US 221 and constructing a "shallow" bypass of downtown Rutherfordton. Existing US 221 would be widened to four lanes with a median from US 74 Bypass to just south of downtown Rutherfordton. A bypass on new location would be constructed on the east side of downtown Rutherfordton from SR 2271 (Industrial Park Road) to near the existing US 64 interchange. Existing US 221 would be widened to four lanes with a median from US 64 to north of SR 1366 (Roper Loop Road). Alternative 6 Alternative 3 involves constructing a bypass on new location around the east side of Rutherfordton. This alternative involves widening existing US 221 from north of US 74 Bypass to south of SR 2194 (Poors Ford Road), then would extend on new location, crossing SR 2201 (Thunder Road), US 74 Business/LTS221A. At US 74 Business/US 221A alternative 6 continues east of the Town of Ruth crossing US 64 and SR 1520 (Rock Road), tying into existing US 221 just north of SR 1367 (Thompson Road) Existing US 221 would be widened to four lanes with a median from just north of SR 1367 to north of SR 1366 (Roper Loop Road). US 74A Bypass Alternative The US 74A bypass alternative involves widening existing US 221 to four lanes with a median from north of US 74 Bypass to south of SR 2194 (Poors Ford Road). A bypass on new location would be constructed connecting existing US 221 with existing US 74A (Railroad Avenue) at US 74 Business/US 221A. US 74A would be widened to multi-lanes from US 74 Business/LTS 221 A to north of US 64. North of US 64, the bypass would be extended on new location, connecting with SR 1536 (Old US 221) and existing US 221 near R-S Central High School. Existing US 221 would be widened to four lanes with a median from SR 1536 to north of SR 1366 (Roper Loop Road).
