ALTERNATIVES FOR DETAILED STUDY US 13 From US 158 Near Winton to US 158 in Tarheel Hertford, Gates Counties TIP Project R-2507A February 21, 2008 PURPOSE OF THIS MEETING The purpose of today's meeting is to discuss project alternatives and to reach concurrence on the alternatives to be studied in detail (Concurrence Point 2). PROJECT DESCRIPTION TIP Project R-2507A is included in the 2007-2013 Transportation Improvement Program (TIP). The project involves widening US 13-158 to a multi-lane facility from US 158 near Winton in Hertford County to US 158 in Tarheel in Gates County, a distance of approximately five miles (see the attached vicinity map). Proposed improvements include four 12-foot travel lanes, a 46-foot median and 8-foot grassed shoulders (4-foot paved). PROJECT SCHEDULE The right of way acquisition and construction schedule in the draft 2008-2015 TIP is: Begin Right of Way Acquisition: State Fiscal Year 2010 Begin Construction: State Fiscal Year 2012 PROJECT PURPOSE Formal concurrence on the purpose of the project was reached at a NEPA/404 Merger Team meeting held on July 19, 2007. Team members agreed on the following purpose statement for the project: The purpose of the project is to reduce traffic congestion and improve travel time and safety along US 13-158 in the project area. PROJECT ALTERNATIVES Alternatives for improvement of existing facilities have been developed for the proposed project. No Build Alternative The No Build Alternative would not provide any substantial improvements to US 13-158 within the study area; only typical maintenance activities would occur. The No Build Alternative would not meet the purpose and need of the project. The project has been divided into eight sections in order to analyze potential impacts. These sections are: Section 1 - US 158 to Powell Lane Section 2 -Powell Lane to just north of SR 1128 (Barfield Road) Section 3 -Just north of SR 1128 to approximately 0.4 mile north of SR 1128 Section 4 -Approximately 0.4 mile north of SR 1128 to NC 137/SR 1200 Section 5 - NC 137/SR 1200 to approximately 0.5 mile north of NC 137/SR 1200 Section 6 -Approximately 0.5 mile north of NC 137/SR 1200 to north of SR 1228 (Barfield Road) Section 7 -North of SR 1228 to north of SR 1122 (Hill Lane Road) Section 8 -North of SR 1122 to US 158 Both east side and west side widening have been considered within each section. Figures 1-1 through 1-3 present the sections and the table below compares the impacts of east and west side widening for each section.
