David,
This is to follow up with a brief conversation I had with Brian
Wrenn on February 25, 2008.
NCDOT is in the process of developing the design criteria for the
subject project. We wanted to know if NCDWQ would consider
allowing NCDOT to revise the typical section for the first spur.
This spur is located between Western Parkway and Western
Boulevard and was realigned during the Concurrence Point 4A
meeting. The EA and FONSI indicate a shoulder/ditch section for
the first spur. NCDOT would like the option to revise this to
curb and gutter because of the anticipated growth and development
in the area.
In your absence, I contacted Brian Wrenn to discuss this. Brian
said this revision is utlimately your decision but as long as the
runoff was going to a BMP for treatment, he did~have a problem
with making the change.
