All existing, temporary at-grade intersections along US 421 within the project limits will be permanently closed. Minden Road (SR 3413) will be extended parallel with US 421 and will intersect Company Mill Road (SR 3394), south of the proposed Woody Mill Road Interchange. 1. Meeting Purpose Presentation of relevant information concerning the recommended widening altematives, studied in the Environmental Assessment, for inclusion in Merger 01 Process at the 4B Stage. An Environmental Assessment for this project was approved on October 30, 1998 and distributed. 2. Project Status • Purpose & Need: Pureose: Safety enhancement of US 421 by eliminating at-grade intersections between the I-85 Bypass Interchange and the existing NC 62 Interchange, south of Greensboro. Need: US 421 was relocated and constructed as a four-lane, divided highway with full control of access in 1972. Interchange locations were designated; however, the proposed interchanges at Woody ~z~^ Mill Road and Neelley Road were built as temporary at-grade ~ ry~v1 L , intersections due to funding constraints. Right-of-Way wasp ~~ ,.,;~` acquired for future interchange construction. ~~~~ ^ Alignment Alternative A-2 (Diamond Interchange) and Service Road A are currently recommended for construction at Woody Mill Road. ^ Alignment alternatives B-3 (Half-Clover Interchange) is currently recommended for construction at Neelley Road. • Impacts Summary: • See Attached Impacts Summery Table for Recommended Alternatives A-2 and B-3 (includes Service Road A). c-0~S • Streams and Wetlands: ~' Based upon the current functional design plans for the Neelley Road ~~ Interchange, there will be three crossings of Big Alamance Creek, each ~~ requiring a 72-inch RCP. Limits of the 100-year floodplain fall in the vicinity -~`~~..J~~ rk ` of the Neelley Road Interchange. The project is in the Cape. Fear River ~ ~ ~, Basin draining into Lake Jordan. Hydraulics Unit will coordinate mitigation ~~, ~ of unavoidable impacts to riparian buffers. A pond north of this interchange ~, and wetlands south of this interchange will be impacted. Based upon the current functional design plans for the Woody Mill Road Interchange, there will be two crossings of an unnamed tributary to Big Alamance Creek, downstream of the existing crossing. The existing upstream structure is a 60-inch CMP. In order to reduce the number of stream crossings and to mitigate for riparian buffer impacts to the stream, it is recommended that the stream be relocated north of the R-2612: Merger Discussion Agenda January 22, 2007 Page 2 of 2 proposed westbound exit ramp in the northeast quadrant. This will result in crossing the stream once with a 60-inch RCP: The length of the proposed stream relocation would be approximately 820 feet. This action would provide an opportunity for stream enhancement since the new stream would be designed and built with the requisite replacement of riparian buffers. Both interchanges are in a water supply watershed with a best usage classification of WS-IV NSW. The project is not in a designated high quality watershed or within half a mile of the critical water supply area. No hazardous spill containment measures will be needed. Standard levels of erosion control will be applicable. The project will follow NCDOT Best Management Practices for Protection of Surface Waters. 3.
