Please find attached a Permit Modification Letter for the above referenced project.
Landcraft Properties, Inc, proposes to develop the site for a 224-unit single-family
residential subdivision.
One stream (Weathers Creek) will be impacted. The permitted impacts total
approximately 12 feet of stream. The acreage of permitted stream impacts total
0.004 acre. The permitted impacts will be due to the installation of a pedestrian
bridge over the stream to allow all residents access to community facilities.
Impacts addressed in the attached letter include those associated with three aerial
utility line crossings, temporary excavation for installation of a utility line crossing,
and a temporary culvert and associated fill material for a temporary construction
access road. New permanent impacts total three linear feet of stream and less than
0.001 acre of stream. New temporary impacts include 58 linear feet of stream and
0.015 acre of stream bed.

Dear Sir/Madam:
A 401 Water Quality Certification was issued on March 5, 2008 under DWQ# 08-
0323 for 12 linear feet of stream impact associated with the construction of a
pedestrian bridge over Weathers Creek. Additional impacts are proposed to occur in
connection with the completion of the Sutter's Mill Subdivision construction that were
not included in the Pre-Construction Notification Application, dated February 18,
2008. All impacts are listed in the table on the next page; new proposed impacts are
in bold.
A temporary construction access road over Weathers Creek will be needed and will
involve the installation of two 50-foot long, 48-inch diameter pipes and associated fill
material within Weathers Creek. Upon completion of the project, the pipes and
associated fill material will be removed from the stream bed. The stream bed and
banks will be returned to original grade and elevation. Biodegradable matting will be
installed along the affected portion of the stream banks to provide stabilization
thereof.
The sewer line was previously planned to be installed by directional drilling under the
stream bed. However, the existing sewer line into which the new sewer line will tie is
at an elevation that is higher than that of the stream bottom. Therefore, one aerial
crossing of Weathers Creek (S1), two aerial crossings of unnamed tributary (UT) 1 to
Weathers Creek (S2), and an open cut installation at the crossing of UT 2 to
Weathers Creek (S3) with the sewer line will be required. The sewer line will consist
of an 8-inch diameter pipe. No piers will be constructed within any jurisdictional
water.
