Subject: Inspection
US Highway 321
DWQ Project No. 041246
TIP No. R-2237B
Caldwell County
Dear Mr. Pettyjohn:
On January 30, 2008, I visually inspected the construction work on US Highway 321 in Caldwell County and
the project appeared to be in good shape. Construction work is progressing mainly at the northern end of the
project. The erosion and sedimentation control structures, vegetative covering, mulching and matting appear
to be working properly.
Binder paving has been completed on approximately one half of the project and completed areas appear to be
in good shape. Please continue to ensure that all sediment and erosion control structures are maintained and
that seeding and mulching are performed as needed to protect downstream waters. A copy of the inspection
report is attached to this letter.
If you have questions, please call me at 828-296-4500.
Sincerely,
Michael R. Parker

If yes, complete the section below:
Project appeared to be in good condition. Sediment and erosion control program appears to
be in good shape. Seeding, mulching and matting continues in construction areas that have
been completed. All fill areas appear to be in good condition. The main work area is the
large rock cut, at the S-curves, near the top of the project. No work is presently taking place
at the lower end of the project. There is some small cut and fill areas near the upper end of
the project. Some minor sediment and erosion control work needs to be performed.
One embankment area had eroded due to water going under the concrete curbing. The area
had been repaired.
Some smaller areas are being prepared for paving. Approximately one half of the roadway
has been paved.
Please continue to maintain sediment and erosion control devices and continue with seeding
and mulching to protect state surface waters.
