NPDES Storm Water Discharge Monitoring Report for:
Allen Steam Station —ihJ,SD 0.564 Gaston County
In accordance with Part III, E(2) of the above referenced NPDES Storm Water permit, the
original and one copy of the monthly monitoring reports Year 1 — Period 3(quarterly sampling)
and Year 1- Period 2(semi-annual sampling) are attached The period for sampling ends on
March 31, 2016 for quarterly sampling and June 30, 2016 for semi-annual sampling.
Samples were collected from outfalls on January 15, 2016. Samples for the following outfalls
were collected: SW001, SW002, SW003, SW008, SW009, SW012; SW016, SWO18and
SW020. The laboratory results were received on February 1 , 2016. Analytes sampled
above the benchmark values for analytical monitoring are as follows. Duke Energy has
performed the steps required by the Tier One and Tier Two status for these outfalls.

Pursuant to Part II, Section A: 1.(e) of the above referenced stormwater permit, Duke Energy
Carolinas, LLC (Duke Energy) is providing the first annual certification of the permitted
stormwater outfalls for the presence of non-stormwater discharges. For any non-stormwater
discharge identified, Duke Energy shall indicate how the discharge is an allowable non-
stormwater discharge. The following is a summary of the findings from this effort for the first
permit year.
The stormwater outfalls where observed during a period where no significant rainfall was
recorded in the 72 hours prior to the visual observation. All stormwater outfalls exhibited no
discharge at the time of observation except for the following:
a Outfall SWO07 — observed conditions indicate that this discharge is uncontaminated
groundwater and allowable under this permit;
a Outfall SWO15 — observed conditions indicate that this discharge is water from springs and
allowable under this permit;
® Outfall SWO11— observed conditions indicate that this discharge is miscellaneous once -
through non -contact cooling water and intake screen backwash water and authorized under
NPDES Permit Number NCO004979 (outfall 004);
e Outfall SWO12 — observed conditions indicate that this discharge is miscellaneous once -
through non -cooling water and authorized under NPDES Permit Number NCO004979 (outfall
003).

Two additional stormwater outfalls have been discovered in Group SW013 (see letters dated 6
August 2015 and 13 August 2015). Subsequently, these outfalls were added to the Allen Steam
Station stormwater permit (NCS000546), and pursuant to Part II, Section A:1.(e) of the
aforementioned permit, Duke Energy is providing certification that the stormwater outfalls have
been evaluated for the presence of non-stormwater discharges.
The two stormwater outfalls where observed during a period where no significant rainfall was
recorded in the 72 hours prior to the visual observation. All stormwater outfalls exhibited no
discharge at the time of observation.
