D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Sub Regional Tier Design Guidelines with reduced speeds were used to maintain grade close to existing to minimize fill associated with roadside
embankments. In addition, 2:1 slopes were used on embankments to minimize fill in wetlands. 1.5:1 slopes were considered but would have still
impacted wetlands due to the required rock plating on 1.5:1 slopes. Excavation was kept to a minimum and outside of the existing stream channel.
The bridge stormwater outlet was designed on the west side to avoid wetland impacts.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Appropriate BMP's will be utilized during construction to control sediment. Vegetation will be removed by hand clearing as opposed to mechanized
clearing to avoid impacts in the wetland. The bridge will span the stream and construction will be conducted outside of the top of bank to avoid stream
impacts.
