The greenway is being required by the Town of Zebulon and was previously Approved by NCDWR. The Town of Zebulon changed the site plan requirements on the permittee, and they are now required to connect the greenway from Golden Plum Lane down to Pippen Road. The constraints on the east side of the stream were already extremely expensive (i.e. cost prohibitive) and modifying the design to then bridge another stormwater discharge from the stormwater BMP north of the previous greenway route was not an option. It was determined that the west side of the stream was a better location for the greenway. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Proposed greenway grades are designed to minimize required rill within the riparian buffer to the maximum extent practicable. 2. Buffer Mitigation 2a.
