To whom it may concern:
Shield Engineering, Inc. was unable to collect storm water samples for Storm water Discharge
Outfalls (SDO) #002 at the Cleveland facility for the month of July. Per Section 2 Part IV of
General Permit No. NCG0300 shield will attempt to perform a substitute sample or a visual
assessment during the next qualifying storm event.
As we reported for the month of March, 2014 the Cleveland facility remains in Tier Three of the
NPDES General Permit No. NCG030000. Daimler Trucks Cleveland facility is awaiting notification
from the Division of Water Quality as to what changes will occur when entering into Tier Three of
the NPDES General Permit.

To whom it may concern:
Please find the enclosed semi-annual stormwater sample for Stormwater Discharge Outfall
(SDO) #001 and the monthly Stormwater Discharge Outfall (SDO) #002 analytical results for the
Cleveland facility in the month of May. The storm water samples were collected on May 17,
2016. Results from this sampling event show an exceedance of the following parameters at or
above the corresponding benchmarks:
• SDO #001 (05/17/16) - Copper - 0.0076 mg/L (Benchmark .007 mg/L)
• SDO #002 (01/12/15) - Zinc .123 mg/L (Benchmark .067 mg/L)
As we reported for the month of March, 2014 the Cleveland facility remains in Tier Three of the
NPDES General Permit No. NCG030000. Daimler Trucks Cleveland facility is awaiting notification
from the Division of Water Quality as to what changes will occur when entering into Tier Three of
the NPDES General Permit.

Dear Mr.Moser:
Shield Engineering, Inc. (Shield) successfully collected a semi-annual stormwater sample for Stormwater
Discharge Outfalls(SDO)#001 and a monthly stormwater sample for SDO#002 at the Cleveland facility
in the month of May. The analytical results of the stormwater samples collected during the qualifying
storm event on May 17,2016 are attached to this cover letter.In addition,partially completed Qualitative
Monitoring Report forms and the partially completed Discharge Monitoring Report form are attached to
this cover letter. Results from the May 17, 2016 sampling event show an exceedance of the following
parameters at or above the corresponding benchmarks:
• SDO#001 (05/17/16)—Copper—0.0076 mg/L(Benchmark 0.007 mg/L)
• SDO#002 (05/17/16)—Zinc—0.123 mg/L(Benchmark 0.067 mg/L)

The exceedance of Copper at SDO#001 triggers Tier 1 requirements as described in the NPDES General
Permit No. NCG030000. Furthermore,Daimler's Cleveland facility remains in Tier Three of the NPDES
General Permit No. NCG030000 at SDO #002. Shield will continue to perform monthly sampling at
{ SDO #002 per Tier Two requirements until instructed otherwise by either Daimler or the State. Shield

S Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture
electronic crystals,or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA
Effluent Guidelines for the facility subject to the requirement to sample(for metal finishing use the definition as found in 40 CFR 433.11;for semiconductor
manufacture use the definition as found in 40 CFR 469.12;for electronic crystal manufacture use the definition as found in 40 CFR 469.22;and for cathode ray
tube manufacture use the definition found in 40 CFR 469.31).

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify,and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver,the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO),I certify that to the best of my knowledge and belief,no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the Stormwater Pollution Prevention Plan."
