Dear Mr.Moser:
Shield Engineering, Inc. (Shield) was unable to collect stormwater samples for Stormwater Discharge
Outfall (SDO) #002 at the Cleveland facility for the month of July 2016. According to rainfall data
collected for the month, qualifying storm events occurred on July 15r" and July 301", measuring 0.70
inches and 0.14 inches, respectively, with an additional 0.14 inches of rain measured on July 31St
However, each of these events took place after normal business hours, on the weekend or within 72 hours
of the last qualifying storm event. As the seasonal type of storm event has now changed to high intensity,
short duration events,usually commencing in late afternoon through early evening with little to no notice
for preparation, Shield will continue to monitor daily weather conditions and attempt to continue
coordination of appropriate staff and resources to facilitate adequate sample collection. Per Section 2 Part
IV of General Permit No. NCG030000 Shield will attempt to collect a substitute sample and perform a
visual assessment during the next qualifying storm event. A partially completed DMR form is attached to
this cover letter for your signature and submittal to the State.
Daimler's Cleveland facility remains in Tier Three of the NPDES General Permit No. NCG030000 at
SDO#002. The person designated to act as the permittee by Daimler Trucks—Cleveland Facility should
complete all "Red" sections of the attached Stormwater Discharge Monitoring Report (DMR). The
completed DMR form should then be mailed to the regulatory agency Central Files. Shield greatly

Facilities that incorporate a solvent management plan into the Stormwater Pollution Prevention Plan may so certify,and the requirement for TTO monitoring
may be waived. The solvent management plan shall include a list of the total toxic organic compounds used and the other elements listed in the General
Permit. For those facilities electing to employ the TTO monitoring waiver,the discharger shall sign the following certification statement:
"Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics
(TTO),I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or
stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the
solvent management plan included in the StormwateriiPollution Prevention Plan."
