(SEGi) has been retained by Capstone Ventures LLC (herein referred to as "Applicant") to submit the attached PCN, in order to obtain a Department of the Army's (DoA) authorization to utilize a Nationwide Permit, which is necessary to construct a single family subdivision and resolve erosion issues at terminus of ditch. The site is located off of Topsail Greens Drive, in Topsail, Pender County, North Carolina. There is a large ditch feature that conveys stormwater from a pond at the southeastern end of Wyndwater Phase 1. The Applicant is proposing piping the majority of the feature, as this channel is currently eroding badly, and is threatening the integrity of the roadway adjacent to it. This is to preserve the integrity of the receiving stream system, by stopping potential sediment runoff. Mitigation for the fill will be in the form of payment to Bachelor's Delight Mitigation Bank. The credit reservation letter will be submitted upon approval from the USACE of the proposed mitigation plan. It is my sincere hope the information found within the attached PCN and accompanying appendices will allow the USACE to process this request, and the authorizations will be issued without delay. The drainage ditch along the southern boundary of the site is proposed to be relocated and piped, to stop erosion and the eventual collapse of the sewer line and asphalt, as well as to facilitate the installation of a water main to service a portion of Wyndwater Phase I. 4.
