Hoover Road Subdivision
Dear Mr. Eason:
On February 26, 2008, the Division of Water Quality (DWQ) in the Wilmington Regional Office (WiRO)
received your 401 application dated February 14, 2008 for the construction of a subdivision off Hoover
Road. The DWQ has determined that your application was incomplete and/or provided inaccurate
information as discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore, unless we
receive the additional information requested below, we will have to move toward denial of your application
as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we receive this
additional information. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1) Page 1 of the application does not include a complete address. Please correct this and copy this
office and send 5 copies to Ian McMillan in Raleigh.
2). You sent in the required draft of the restrictive covenants and deed notifications, but the site-
specific information was not included. Please fill out as much of the information as possible and
include it with the other information requested.
3). For Impact area one, the proposed road crossing is severing the wetland. Please resubmit drawing
with a pipe to allow connectivity of the wetland with plan and profile details.
Please respond within three weeks of the date of this letter by sending this information to me in writing and
5 copies of the information to Ian McMillan of the DWQ Oversight Unit Office. You will also need to
send copies of the language to Brad Shaver of the Wilmington Corps of Engineers. If we do not hear from
you within three weeks, we will assume that you no longer want to pursue this project and we will consider
the project as withdrawn.

protected buffers. Please be aware that any impacts requested within your application are not authorized
