add onto an existing bulkhead, move a non- conforming structure, and dredge an existing boat basin and access channel into Kitty Hawk Bay from a private residence Proiect Setting The property proposed for development is located at 3805 Elijah Baum Drive (SR 1215) in Kitty Hawk, and consists of 4 35 acres adjacent to Kitty Hawk Bay The site includes a historic two- story farm house situated towards the Northern end of the property with an old brick pump house beside it There is also a small playhouse located to the west of the old house among the large live oaks on the property Along the shoreline on the southwest end of the property there is an existing 250 -feet of bulkhead that ends at the beginning of wetlands Along the southeast shoreline there is some riprap around the end of the small peninsula created by the boat basin located on the property Located at the terminus of a small canal along the eastern end of the property is a 55 -foot by 90 -foot boat basin that includes a 16 -foot by 31 -foot historic boathouse and small 16 5 -foot by 35 5 -foot building on the western end of the basin The adjacent property to the north is an empty lot owned by a private property owner, and the property to the west is a residential lot with a house and pier Vegetation noted on the site includes, but is not limited to, live oaks (Quercus wrgmiana), indigenous yard grass with Black Needle Rush (Juncas roemenanus), and Giant Cord Grass (Spartma cynosuroides) along the shoreline Soil types includes, but is not limited to, Fripp sand (FrD), Ousley fine sand (OuB) and Osier fine sand (OsA) Also, the water classification for the site is Aquatic Life, Secondary recreation, Salt Water (SC) Submerged Aquatic Vegetation noted on site includes but is not limited to, Widgeon Grass (Ruppia mantima) and Eurasian Mi[foil (Mynophyllum spicatum) The property has an elevation of about 8 feet above Normal Water Level (NWL), and the property has a Coastal Wetland Fringe Development Proposal The applicant proposes to construct a 6 foot by 20 -foot pier within the existing boat basin located on the eastern side of the property Within this boat basin the applicant also plans on moving the old 16 5 foot by 35 5 foot building out of the AEC and placing it beside the old house located on the Northern end of the property, renovate the existing boathouse, dredge out the boat basin and a 290 -foot access canal out into Kitty Hawk Bay to reach a depth of -2 5 feet The water within the boat basin is approximately -0 5 feet and at the terminus of the proposed channel is approximately -2 4 feet The applicant is also proposing to extend the 250 -foot bulkhead that exists on the southwestern side of the property another 504 feet around the southern end of the property to the Northeastern side of the boat basin Also along the southern side of the property the applicant is proposing to construct a 6 foot by 100 -foot pier with a 20 foot by 20 -foot platform extending 120 feet out into Kitty Hawk Bay The water depth at the terminus of the proposed 100 -foot pier is 2 feet 4 r ' Field Investigation Report Page 3 Anticipated Impacts The proposed development of the 100 -foot pier on the Southern end of the property will result in the shading of 150 square feet of Estuarine Shoreline and Coastal Wetlands and 850 square feet of Public Trust Area and Estuarine Waters Areas of Environmental Concern The proposed 20 -foot pier in the boat basin will result in the shading of 120 square feet of Public Trust Area and Estuarine Waters Areas of Environmental Concern The proposed additional bulkhead will result in the filling of 8,475 square feet of Estuarine Shoreline and Coastal Wetlands and 385 square feet of Public Trust Area and Estuarine Waters Areas of Environmental Concern The proposed project will involve the dredging of 737 square feet Estuarine Shoreline and Coastal Wetlands and 11,850 square feet of bottom area within the Public Trust Area and Estuarine Waters Areas of Environmental Concern Approximately 700 square feet of submerged aquatic vegetation and 706 cubic yards of bottom material will be excavated from the Public Trust Area i � Elijah Baum Tract !LL 21 ; 25 3805 Elijah Baum Dr Kitty Hawk, NC CAMA Major- Protect Narrative DCM-E Existing Conditions The site is a 4 35 Acres (189,489 sq ft ) parcel of land located at the end of Elijah Baum Dr and owned by the Doug Twiddy in Kitty Hawk, Dare County, North Carolina The parcel of land is located along the Albemarle Sound (Kitty Hawk Bay) The upland portion of the property is dominantly covered with maintained grasses and large heritage live oaks (-350 years old) A soil drive serves the residence The modern single family residence, guest house, gazebos etc and gardens were removed A Minor CAMA Permit was obtained by the demolition company for the removal of the residence that had portions located within the 75 feet CAMA AEC The demolition of existing structures onsite decreased the amount of impervious coverage and structures on the property Structures that remain on site are limited to the original historic home (currently being renovated), the kitchen and boat house Along the shoreline there is a section on the southwestern corner of the property that is bulkheaded and a small section of riprap is located on the southeastern corner of the property A boat house and historic kitchen structure are located at the head of the manmade boat basin on the southeastern corner of the property The basin is shoaled in and unnavigable The man made boat basin has a coastal marsh fringe growing along the edges due to lack of maintenance in the basin over the years A canal connecting to Kitty Hawk Bay runs along the eastern boundary of the property connecting the basin to Kitty Hawk Bay Water depths and notes taken during an SAV Survey are included on the attached CAMA Site Plan SAV Survey A Submerged Aquatic Vegetation Survey (SAV) was conducted on July 13, 2016 In general, the north end of Kitty Hawk Bay is known SAV habitat Ruppia Maritima (widgeon grass) occurred predominately in in sandy soils with an estimated coverage percentage of 15% to 20% Eurasian Milfoil dominated the loose organic sediments found within the creek and the areas adjacent to the man-made boat basin with an overall coverage of roughly 35% See attached SAV report for more detail on SAV found Proposed Work Currently proposed work requiring CAMA permitting includes the construction of a six (6) feet by twenty (20) linear feet staging pier located adjacent to the existing boathouse A 100 linear feet by six (6) feet wide pier proposed out over Kitty Hawk Bay extending from the south shoreline of the property A 400 square feet platform is proposed at the end (no slips proposed) The historic kitchen structure located next to the boat house is proposed to be moved to its original location - connected to the historic home and out of the 75 feet AEC Approximately 504 linear feet of vinyl bulkhead is proposed as shown on the attached CAMA Site Plan The area behind the bulkhead is to be backfilled with light grading and seeded The man-made boat basin is proposed to be excavated to a total depth of -2 5 feet along with a twenty feet wide access channel (requires only minimal maintenance to restore to a depth of -2 5 feet relative to NWL) Based on the water depths collected on May 26, 2016, it is estimated that the boat basin and access channel dredging will generate approximately 706 cubic yards of material Approximately 587 SF of coastal marsh fringe will be excavated or encapsulated by the new bulkhead from the basin This fringe has occurred due to lack of maintenance of the basin, if the basin had been maintained this fringe would not be present A dredge spoil disposal area (6,400 sf) is proposed as shown on the attached CAMA Site Plan Dredge spoil will be blended with sands and other topsoil on site and subsequently stabilized with grasses Elijah Baum Tract 3805 Elijah Baum Dr Kitty Hawk, NC CAMA Mayor- Project Narrative Purpose and Need The applicant is planning to restore the property to its historic 1800's condition An archeologist was consulted to assist with the relocation of the existing historic structures and restore them to period correct specifications and former and original locations The proposed plan is to move the kitchen (labeled on attached plat) back to its original location attached to the main house The boat house will be reconstructed using the existing wood in the same footprint that it sits currently The dilapidated bulkhead around the boat basin will be replaced and the basin will be restored to a depth of -2 5 feet relative to normal water level (NWL) The purpose of this project is to restore, protect, and preserve the historic residential home site and large heritage Live Oak's present onsite The North end of Kitty Hawk Bay is a zone of shifting sands that have become the main problem for navigation Prevailing S and SW winds in the summer have cause shoaling to occur on this end of the bay and prevailing N and NE winds in the winter cause extreme wind tides in the area causing portions of the sound to be completely exposed and unnavigable The dredging proposed exiting the boat basin and out to natural water depth of -2 5 ft (NWL) is needed for safe navigation to and from the existing basin V.
