Mason Sent:Tuesday, September 06, 2016 5:23 PM To:Baker, Virginia Cc:Steenhuis, Joanne Subject:RE: temp impact / other question Hey Ginny, 17BP.3.R.1 (Onslow 26) is complete. 17.BP.6.R.40 is a Division 6 project so you would have to ask Jim Rerko. Joanne should have a spreadsheet on my old computer and she could check to see if I did a final inspection. If memory serves me well, I think it has been completed. As for R-2633B, Site 7 the temporary fill is still in place and will be for the next several months. We’re building a bridge over CSX railroad and the temporary fill is for construction access. Please let me know if I can be of further assistance. MH From: Baker, Virginia Sent: Tuesday, September 06, 2016 1:22 PM To: Herndon, T. Mason Cc: Steenhuis, Joanne Subject: FW: temp impact / other question Mason, Hope things are going well for you at DOT. I was planning a site visit with Joanne later in the month and was wandering if you knew the status on the two projects highlighted in yellow below which we may or may not take a look at depending on their status. Thanks much, Ginny From: Elliott, Jason C Sent: Thursday, September 01, 2016 10:35 AM To: Baker, Virginia <virginia.baker@ncdenr.gov> Cc: Steenhuis, Joanne <joanne.steenhuis@ncdenr.gov> Subject: RE: temp impact / other question Hey Ginny, Sorry for the delay, still trying to get caught up on things from the conference. Here’s a few more answers to questions you had.  17BP.3.R.1 & 17BP.R.6.40: These are both small division projects that we had minimal input/work on. I’ve attached the permits that I have for both projects to this email for your file.  R-2633B US 17 Bypass Site #7: The project is still under construction so I’m not sure the timing of when the monitoring will begin. This was for temporary impacts only on this project and DCM required that we monitoring for 3 years or until jurisdictional wetland status has returned. I’ll check with the construction office to see how progress in this area is coming along.  B-4090: Construction complete and monitoring report (Year 1) will be completed this year.  B-4273: Construction complete and monitoring report (Year 1) will be completed this year.  B-4639: Will be planted this winter. 1  R-3324: Construction complete and monitoring report (Year 1) will be completed this year.  I-3819A: For this project, I believe early on we proposed the possibility of preserving the wetland area in the SW side of the interchange as indicated in the attached drawing you provided. I’m not 100% sure why but the preservation fell out and was not included in the mitigation plan that was in the permit for the I-3819A project. That’s why you saw the ???’s on my spreadsheet because I wasn’t told by Leilani’s crowd what to include there. I’ve now updated our spread sheet to show that we only did the stream enhancement in the NE quadrant. Sorry about the confusion on this one. Also I’ve included a link below to the permit for this project. https://xfer.services.ncdot.gov/pdea/PermIssued/Archived%20Permits%202012%20and%20Earlier/I- 3819A%20Individual%20Iredell%20County%20May%203%202012.pdf  B-3373: This is an older project, I’ll have to dig into it and see what I can find. I’ll be back in touch on it. I hope this info is mostly helpful, let me know what other questions you have. Thanks! Jason C. There were a couple (17BP.3.R.1 and 17BP.R.6.40), that I could not locate a DWR project # on. Do you know if these are projects we permitted? Joanne was not familiar with these. I believe DWR required mitigation for R-2633AA/AB (US 17 Bypass Site 7), B-4090, B-4273, B-4639, but not for R-3324. For the sites that are under construction, do you know the status? For I-3819A, the I-40/I-77 Interchange, there will be 2354 LF stream Enh and 26.69 ac preservation as stated in mit plan but the table says “????”. I looked at the GIS coverage and saw what I thought was the stream mitigation (NE side of interchange) and what looked like wetland preservation (SE side of interchange, ~15ac, is this right? I see our permit approval conditions approved all the onsite stream enh and an excess needed through DMS. For the wetland mitigation we required 1.36 ac and approved all of it through DMS, no mention of onsite mitigation. I was wandering if you knew what happened there? (see attached map). 2 Lastly, is there a GIS boundary or Figure 1 map from the mit plan available for B-3373? The mit plan I had access to was scanned as black and white so the aerial was hard to see. I made a rough boundary of the site (attached). Again there is no rush on these questions. Although, I am planning to go in the field with Joanne on Sept 28/29 and would like to know about the sites in her divisions (3 and 6) before then. I also will be seeing Gum Swamp with Brian at th the end of the month and the I-40/I77 interchange with Dave Wanucha on Sept 20. I can see those last two sites without a definitive answer. I can follow up with the DEOs directly on construction status if that will be easier for you. Have a great weekend, I’m sure I will run into you at the stream conference next week.
