Washington, DC 20426 RE- Notification of Deviation From Minimum Flow Requirements Catawba-Wateree Hydro Project P-2232 Lookout Shoals Development Dear Secretary Bose: Duke Energy Carolinas, LLC (Duke Energy) is providing notification of a deviation from Continuous Flow requirements contained in Appendix E, Section A-2.0 Flow Articles of the Federal Energy Regulatory Commission (Commission) License for the Catawba-Wateree Hydro Project (Project) issued November 25, 2015. The subject deviation occurred at the Lookout Shoals Development of the Project on August 14, 2016. At 2049 hours on the evening of August 14, 2016, there was a fault on the 1 00-kv line near the Lookout Tie Substation. The fault tripped the substation which in turn caused the entire station to go offline. Technicians were called, and at 2215 hours minimum flow Unit A was placed back online to restore the continuous minimum flow. At 2230 hours, Units 1 and 2 were returned to service, and Unit 3 was returned to service at 2233 hours. Units 1 and 3 were then put online, resulting in a total flow release of approximately 2,900 cfs that was continued until midnight, more than compensating for the missed minimum flow release (See Enclosure 1). At midnight continuous minimum flow Unit A continued to operate and Unit 1 began pulsing operation. This event is addressed under Maintenance and Emergency Protocol Abnormal Condition A.2 — Unscheduled Hydro Unit Maintenance. No environmental impacts were observed and no Large Water Intake Owners or Downstream Effluent Dischargers were impacted. North Carolina resource agencies were notified of this event on August 19, 2016 by copy of this letter and asked if additional consultation is necessary.
