On September 6, 2006, Steve Wheeler (Town Manager -Holden Beach) and I met at Wilmington DWQ
with Noelle Lutheran and Henry Wicker to discuss these plans. Reason is we were in the final stages of
plan approval regarding the proposed mining activity and its proximity to the wetlands. They requested
that we add monitoring wells to the plans to monitor groundwater elevations during the mining activity.
Also, they requested that we provide a 40 foot buffer from wetlands plus a 10 foot maintenance strip
around the pits (total 50 foot buffer). Lastly, they asked that we take a second look at the geotechnical
borings, grain size, etc, and determine if we definitely wanted to pursue all of the cells shown. We did all
of the above. Based on our investigation, we decided not to pursue cells 5 and 7 based on soil
characteristics and the limited quantity available in those cells. We still need plan approval. You will need
to provide notice to Kristen Hickland at DENR Land Quality Mining in Raleigh of your approval so she can
write the mining permit. Please call with any questions. Thanks!

Henry, we looked at borings and decided that the material in cells 5 and 7 was not good enough to bother
with. Therefore, we removed those from the plans and do plan to work in those areas. The remaining
cells contained good material and we are still showing them. Also, I added monitoring wells to the plans
as requested. at our September 6, 2006. Thanks.

This correspondence serves as a follow up to DWQ Project # 011836 MOD, which is tied
to the CAMA Major Permit #14-02 for the above referenced project.
The latest modification to this CAMA Major Permit allowed for the use of a new borrow
site, referred to as the "Kirby Walter Borrow Site". This modification was issued on
October 24, 2005. Approval of 401 Water Quality was granted under General Water
Quality Certification #3400 on February 7, 2006. Since that time, concerns have been
raised by DWQ regarding the existing wetlands on this borrow site. To address these
concerns, the Town of Holden Beach offers the following:
• The Town of Holden Beach and/or their contractors will cross the wetlands only at the
approved locations as per the construction plans.
• Filter fabric will be placed over existing wetlands at these locations. Construction
material such as wood planks or gravel will be placed on top of the filter fabric as
necessary to provide sufficient stabilization during the excavation process.
• Upon completion of construction activities within the borrow site, any construction
materials will be removed along with the filter fabric, allowing all wetlands to return to
pre-project conditions. Any incidental grade change will be brought back to original
grade.
• Monitoring wells will be installed in accordance with the approved construction plans.
Groundwater elevation ofpre-project conditions will be recorded. Upon project
completion, groundwater elevation will be recorded and submitted to the addresses listed
below. In the month of January of every year for a period of five (5) years, the wells will
be checked and groundwater elevation will be submitted. to the addresses listed below. If
conditions revert back to pre-project conditions prior to the monitoring period of five (5)
years, the monitoring can cease by authorization from the NC Division of Water Quality.

We understand that the conditions outlined above will be incorporated into a modification
to the existing DWQ 401 Certification. Thank you for your time and consideration in
