The commercial development must have good visibility and easy access from high - traffic roads. 3e. Describe the overall project in detail, including the type of equipment to be used: This project includes the construction of a 97,700-sf of commercial development, including a 76,000-sf grocery store, retails shops, parking, access ways, and stormwater facilities. Three outparcels are also planned, one of which will contain a fuel station. Site will be cleared and graded. Stormwater facilities will be installed and roads/utilities will be constructed. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Impacts were minimized as much as possible through careful site design. This commercial development is located at the intersection of two busy roads (Independence Blvd and Carolina Beach Rd). Outparcels need to be positioned at the front of this intersection in order to take advantage of the visibility from passing vehicles. This resulted in impacts to a jurisdictional ditch located in this area. The engineer attempted to avoid the larger wetlands in the back of the property. However, one small wetland finger that extends into the remaining part of the tract will be impacted in order to accommodate a large grocery store, truck access, and required parking. Note that the applicant has redesigned the site plan to use a retaining wall behind the grocery store, which will minimize impacts from side slopes. Note that even though a stormwater pond is proposed between two wetlands, the engineer will design it so that the permanent pool elevation will be no deeper than 6" below the SHWT of the adjacent wetlands. If this is not feasible, then a clay liner will be installed to avoid any potential adverse effect to the hydrology of the adjacent wetlands. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Silt fencing will be used during construction to reduce sediment from eroding into adjacent wetland and open water areas. The NC Natural Heritage Program GIS layer was used to determine the presence of federally -listed species. No rare species are known to occur within the site. An historic occurrence of the red -cockaded woodpecker (last observed in 1976) was noted within a one -mile radius of the site. The site supports loblolly pines and oaks in the canopy with some young longleaf, but the shrub layer is fairly dense. The northern long-eared bat is known to occur in New Hanover County. The American alligator has also been observed within one mile, likely within Bamards Creek, which is about one mile south of the site. Impacts to federally protected species is not anticipated to occur. 6. Essential Fish Habitat (Corps Requirement) 6a.
