Dear Ms. Grzyb:
Thank you for all your efforts on reviewing the NPDES application and
issuing the Draft NPDES permit and the fact sheet for the permit. On
behalf of Brunswick Regional Water and Sewer H2GO, The Wooten
Company is submitting the attached comments on the draft NPDES permit
dated August 24, 2016. The comments are mostly clarifications or
questions.
Again, we thank you for your continuing efforts on the NPDES permit for
this important project.

Comments on Draft NPDES permit and NPDES fact sheet
Brunswick Regional Water and Sewer H2GO
A. Draft NPDES Permit
1. Item 1 on Page 2 of the Permit Cover Sheet states, "The concentrate and occasional flush
waters will be collected in a sump and pumped at a constant rate through a diffuser into the
Brunswick River". Pressure from the RO process itself will be used to discharge to the river
diffuser.
a. Text should be changed to "The concentrate and occasional flush waters will be
discharged through a diffuser into the Brunswick River using available RO treatment unit
water pressure"
b. Please make this same change on the permit fact sheet Page 2 of 10, Paragraph 5 sentence

2. The Effluent Tables on Page 3 and 4 of 10 list a pH limit of 6.8 to 8.5.
a. Can the river pH samples be taken 2/month like all the other parameters as it will take a
boat to collect the samples?

3. Page 1 of 10, Paragraph 3, sentence 1 indicates potable water is delivered to greater than
9,000 residents. H2GO actually serves over 10,000 customers and has a service population
of more than 23,000 people. Please modify this sentence to reflect this fact.
4. Page 2 of 10, Paragraph 5, sentence 3 states, "The RO concentrate generated from the RO
Process will be discharged into the Brunswick River one-mile south of the US-17-74-76
bridge,just downstream from H2GO's existing Belville Sanitary WWTP discharge". We
will be locating this discharge approximately 100 feet downstream.
a. We suggest the following language change, "The RO concentrate generated from the
RO Process will be discharged into the Brunswick River one-mile south of the US-
17-74-76 bridge, approximately 100 feet downstream from H2GO's existing Belville
Sanitary WWTP discharge."
5. Page 2 of 10, Paragraph 6 states, "Permittee is not a member of the Cape Fear River Basin
Association, which conducts water quality monitoring within the basin to gain a broad water
quality perspective. H2G0 is a member of the Lower Cape Fear River Program.
a. The text should be changed to "Permittee is a member of the Lower Cape Fear River
Program, which conducts water quality monitoring within the basin to gain a broad
water quality perspective."
6. Page 5, Paragraph 1 states, "It was determined that this non-municipal facility is not a major
facility."
a. Sentence should state, "It was determined that this municipal facility is not a major
facility."
