PROJECT SUMMARY: The applicant proposes to expand an existing marina by the construction of 18 slips within the Wanchese Harbor Basin. Field Investigation Report Page 2 Project Setting The NC Seafood Industrial Park is located on 54 acres adjacent to a manmade basin adjoining Mill Landing Creek, off the Roanoke Sound, and at 898 Harbor Road (SR1140) in Wanchese, Dare County. The Park is proposing further development of Lots 22 and 23, which have a combined area of 97,500 square feet and a basin shoreline of approximately 600 feet. Existing development on the site consist of a dry stack storage building, repair shops, public toilet, and a marina office. Little or no vegetation exists on the lots, which is covered in most areas by marl. Lot elevation is approximately 8-feet above Normal Water Level. Existing along the shoreline is a 25-feet wide concrete pad that parallels the shoreline bulkhead. Adjacent to the bulkhead are a travel lift dock, 20 boat slips, 10 finger piers, a 195-feet by 8-feet floating shoreside dock with associated walkways, and a dry stack staging area. Located within the dry stack staging area is a floating transient slip with two finger piers, one 48-feet long by 8-feet wide and another 30-feet long by 4-feet wide. A floating pier, authorized by CAMA Major Permit #119-05, and parallel to the travel lift dock, extends southwest into the basin 256-feet. This pier is 8-feet wide, has three finger piers, and six boat slips. An L-head platform extends from the floating pier to the southeast 249-feet and is 8-feet wide. Located along this floating platform are 10 finger piers, 23 boat slips, and mooring piles. The waters of Mill Creek are classified as SC by the Division of Water Quality and are closed to shellfish taking. The water depth in the basin adjacent to the existing marina facility is -14 feet. Archaeological site #110 is located in close proximity to the project site. Development Proposal The applicant proposes to expand the existing 49-slip marina, by the construction of a 194-feet by 8-feet floating dock for an additional 18 slips. The proposed dock expansion will be perpendicular to the existing floating dock and L-head floating dock. This will result in a T-head configuration, with a proposed floating dock extension of 194-feet by 8-feet wide to the northeast. The outboard side of the proposed extension will have four 28.5-feet long by 6-feet wide finger piers and 15 mooring piles, creating of 9 boat slips. The inboard side of the proposed floating pier extension will have five 24.5-feet long by 6-feet wide finger piers and 12 mooring piles, creating 9 boat slips. The proposed 18 additional slips will be configured as follows: eight 20-feet by 40-feet slips, eight 22-feet by 50-feet slips, one 30-feet by 40-feet slip and one 17-feet by 50-feet boat slip. The applicants proposed expansion would require the removal of the six existing slips along the northside of the existing 256-feet by 8-feet floating dock. Anticipated Impacts The development proposal will result in the covering of 3,000 square feet of Public Trust Area and Estuarine Waters, Areas of Environmental Concern (AEC) within the manmade basin that is Wanchese Harbor. The proposed floating dock expansion, finger piers, and slips will occupy 19,400 square feet of harbor area. The floating dock expansion combined with existing structures and uses will result in the additional capture of approximately 54,000 square feet of the harbor area. Field Investigation Report Page 3 The proposed expansion of the structure will result in two small harbor areas that are enclosed by the floating docks within the basin. A 40-feet wide entrance located at the southwest corner will provide access to the interior slips along the existing floating dock. An 80-feet wide entrance located at the northeast corner will provide access to the interior slips along the proposed dock extension. The harbor basin in this area is approximately 500-feet wide. Mill Landing Creek was approximately 60-feet wide prior to the excavation of the harbor basin by the State of North Carolina. The project, as proposed, will be within the footprint of the manmade basin and within the alignment of the previously permitted project. Although a fairway, approximately 200- feet wide, will remain available for navigation, traditional navigation use will be diminished. Broad Creek Marina ,~ ,~:; Wanchese Seafood Park ~.., Marina Expansion `r~;).''~ghl'"!,CE~ ~~~ Major CAMA Permit Modification Application (#119-OS) ~'~~`''~°' ,'i;'°~±~ March 3, 2008 Introduction The proposed project involves the expansion of the Broad Creek Marina located in the Wanchese Seafood Industrial Parkin Wanchese, Dare County, and approximately centered around latitude 35.8443056° north and longitude 75.6213555° west. A copy of the USGS Topographic Quadrangle- Wanchese, with the site identified, has been included. Broad Creek Marina currently offers 49 wet slips as part of its inshore and offshore fishing charter operation. The proposed project will increase the number of wet slips to 61. Proposed Work Requiring CAMA Major Modification (#119-OS) Proposed activities associated with the development, which require modification of the CAMA Major Permit #119-OS include installation of a ±193 linear feet (lf) of eight feet wide floating pier, eight 20 feet by 40 feet slips, eight 22 feet by 50 feet slips, one 30.29 feet by 40 feet slip, one 17.28 feet by 50 feet slip, five six feet by 24.5 feet finger piers and four six feet by 28.5 feet finger piers. The slips and piers will also include the installation of 27 mooring pilings and the removal of 6 existing slips. All of the proposed activities are shown on the attached site plan. The floating pier and pilings will be installed by barge. No wetlands will be crossed or impacted during construction of the marina expansion. All materials and equipment will be stored on site. Stormwater Management Stormwater at the Wanchese Seafood Industrial Park is handled via a network of engineered swales and infiltration ponds. The proposed work is entirely within the Public Trust and does not involve any impervious development. Water and Sewer Potable water is provided by the Wanchese Seafood Industrial Park water distribution system. A floating barge/platform with a small crane will hold pilings in place while they are hydraulically installed. The same barge/platform and crane will be used to install the floating dock sections. The applicants propose to install an additional 193 linear feet of floating eight feet wide pier, eight 20' x 40' slips, eight 22' x 50' slips, one 30' x 40' slip, one 17.5' x 50' slip, five 6' x 24.5' finger piers and four 6' x 28.5' finger piers. The slips and pier will also include the installation of 29 mooring pilings. All of the proposed activities are shown on the enclosed site plan and the proposed slip and pier alignment falls within the previously permitted pier and slips alignment in CAMA Major Permit 119- 05 and subsequent modifications. Six permitted slips will be removed from the main access pier as part of the proposed development activities requiring CAMA permitting. e.
