PROJECT SUMMARY: The applicant wishes to construct an upland basin with two boatlifts and vinyl bulkhead on an existing man-made canal leading to Burton Creek and is a applying for a permit to do so. 1 . . Narrative Description: The property is located off of Whortonsville Road at 1066 Paradise Shores Road in Merritt on a canal leading into Burton (Buxton) Creek in Pamlico County. The 0.5-acre parcel currently has a small, dilapidated shed and side-to dock. The adjacent parcel to the north has an old, vacant dwelling and the adjacent property to the south supports a commercial fish house. The elevation of the parcel is +6' above normal water level. Vegetation on the tract consists of upland grasses and a single pine tree. There are no wetlands present. Immediate offshore water depths range from -4.5' to -6.0' nwl. The sub aqueous substrate is soft muck without shell. There is no SAV present. This canal is about 24' across at this location. This man-made canal, which is predominantly stabilized with bulkhead, connects to Burton Creek. Burton Creek is classified as Primary Nursery Area and is open to shell fishing, but with no visible evidence of a significant resource. The high quality, nutrient sensitive waters of Burton Creek carry a classification of SA waters. Pamlico County classifies this area as Rural with Services, with CAMA AEC's classified as Conservation. 10. Proposed Development: The applicant wishes to construct a 30' by 30' upland basin with two boatlifts and 170' of vinyl bulkhead around the basin and along this canal leading to Burton Creek. The basin will be carved out of the high ground and the entire shoreline will then be stabilized with bulkhead. The bulkhead will be behind the identifiable erosion escarpment and entirely above the normal water level. This high ground excavation will result in the removal of 333 cubic yards of material. The 50' by 50' spoil area will be stabilized with surrounding sediment fencing and contained 70' landward of nwl on the property. The basin will slope from -4.0' nwl towards ~.5' to the connecting canal waters in order to promote flushing. Each 13' by 13' boatlift will accommodate two 22' open runabout recreational vessels. The existing dilapidated side-to dock will be removed as a result of this project and the basin with the two slips will be no closer than 42' to the adjacent property lines. Water depths in the slips will range from -4.0' to ~.5' nwl. 11. Anticipated Impacts: This project will not pose a hazard to navigation. This project will disturb 3,74a sf of high ground and the boatlifts will then usurp 900 sf of open water. The closest adjacent docking facility is about 45' away. This canal connects to a Primary Nursery Area and is open to shellfish harvest. There are no wetlands or SAV at this site. This new basin will impose a new DWQ riparian buffer on both neighboring properties. BMP's should minimize disturbance to the tributary during this small-scale excavation project. It will not pose a threat to navigation. This proposal is not in conflict with the current usage of this man- made canal of Burton (Buxton) Creek. There is no submerged aquatic vegetation or wetlands present on site. This area is open to shellfish harvest, but with no visible evidence of a significant resource. However, this canal connects to a PNA and therefore, I recommend that the project be denied based on 15A NCAC 07H .0208(b)(1). State Road 1328 Merritt, NC Pamlico County February 19, 2008 Prescott Brothers Marine Construction has been contracted by Mr. Duffy Harrison to construct a basin, install a bulkhead and two boatlifts on his property located at 1066 Paradise Shore Rd. in the Sound View Beach Subdivision otherwise known as the Paradise Shores community. Mr. Harrison plans to use the site for storage of recreational watercraft. The project will consist of the following components: Excavation A basin will be constructed by removing approximately 333 cubic yards of earth from the determined area along the shoreline. The dimensions of the basin will be 30'x30'x10'. The shoreline is 6' +/- above sea level. The manmade access ditch (T-Canal) is approximately- 4'6" deep. The basin will be dug at - 4' landward and slope to - 4'6" toward to canal. The area will be dug out using an excavator with a clamshell. Spoil materials will be loaded into a dump truck and relocated to a determined spoil site on the property. The spoil site area will be 70' from the waterline and 25' from septic tank and drain lines. The area will be surrounded by a silt fence. Bulkhead Construction A vinyl bulkhead consisting of interlocking 3.5 ESP sheets, 10' in length will be driven into the earth using a vibratory method. The vibrator head is attached to the excavator. The vinyl bulkhead will be attached to deadmen (8' pilings to be buried approximately 6 ft. landward from the bulkhead). A galvanized tie back rod will be attached using bolts. A whaler will also be installed to provide additional strength to the wall. The Bulkhead will capped off using a 2x 10 pressure treated lumber. Boatlift Installation Four pilings will be installed on either side of the basin (8 pilings Total).
