There is a concern that the riprap dissipater pad is located too close to the trout stream and that it will not promote
diffuse flow. Any data you can locate and review relative to the stormwater outlet BMP would be appreciated. I’m
planning to meet with Div staff out there, review the outlet and determine if there will be stream impacts or not. I
appreciate your help on this.

Dave,
After reviewing it with the data I have, it looks reasonable. I will do some more looking into the flows, I haven’t found
the computations yet. With that said, it looks like there has been a robust system put in the ground. The Corrugated
Metal Pipe (CMP) is gauge 10. This is a thick gauge (thicker than normal) and should hold up well. In addition, the

design has quite a few manholes which will anchor the pipe well, finally they are using ROD and Lug connectors which
give connections extra strength. If anything ever happens to the pipe, it will be NCDOT responsibility, since it is in PDE.
I will do some more investigating. I did see that this design was an extension to the original plans, meaning we have
improved the design from the initial design.

Hi Matt,
See attached per our earlier discussion. I’m seeing a PDE but cannot locate any data on the outfall structure. As I
understand it, DOT is responsible for maintenance within the boundary of the PDE in perpetuity, correct? The
landowner is concerned that the outfall structure will not be adequate to manage stormflows. If you have time, would
you look into the design parameters and let me know? Thanks.

Mr. Marshall:
Per your request I am attaching all necessary documentation regarding the permanent drainage easement (PDE) we
discussed via telephone.
Included are:
-Plan sheet at a scale of approximately 1”=100’ (when printed on 11*17 paper) with the PDE area shaded in blue and
property boundaries outlined in red;
-Two (2) FRM4-M that each owner will need to complete. The persons whose SSN is being used will need to sign this
form (these forms are to be printed on 8-1/2*11 paper);
- An offer to purchase (FRM10-B) with the initial offer defined (this form is to be printed on 8-1/2*14 paper);

-A drainage easement (FRM7-N) that defines the area encumbered, the grantors, property references and
compensation/settlement amount. When completed this form will need to be signed where indicated and properly
notarized (this form is to be printed on 8-1/2*14 paper);
-An agreement for entry (FRM10-E) that will need to be signed where indicated and properly notarized as part of the
settlement (this form is to be printed on 8-1/2*14 paper).
Upon receipt and review please contact me at your earliest convenience to discuss issues, concerns, acceptance/counter
offers, distribution of funds among the owners or to arrange an on-site meeting if necessary.
