Report for July 2016
Enclosed you will find the original and 1 copy of the compliance reports on forms SWU-
247 and SWU-242 as required by Permit No.NCS000134 for Outfall 003.
These reports are required since Avoca, Inc. has entered the Tier 2 step after the
benchmark values were previously exceeded for 2 consecutive sampling periods for
outfall 003 during semi-annual sampling events on May 22, 2012 and December 12,
2012. Avoca has implemented the Tier 2 step as outlined in the permit. Tier 2 requires
monthly monitoring of the outfalls with exceeded benchmarks until 3 consecutive
samples are taken with values below the benchmarks. Avoca began the monthly sampling
of outfall 003 in January 2013.
The COD benchmark value was exceeded with the most recent samples collected on
7/19/2016.
The following benchmark values were exceeded with the samples collected on December
12, 2012 that triggered the Tier 2 :
- The Total Suspended solids benchmark is 100 mg/L. The result from Outfall
003 was 117 mg/L.
- The COD benchmark is 120 mg/L. The result from Outfall 003 was 1014
mg/L.
- The Phosphorus benchmark is 2 mg/L. The result from Outfall 003 was 6.47
mg/L.
- The Nitrogen Benchmark is 30 mg/L.

The following is the results of the samples collected most recently on 7/19/2016:
- Total Suspended Solids= 9.7 mg/L
- COD =206 mg/L
- Phosphorus =0.94 mg/L
- Nitrogen = 7.54 mg/L
All parameters have shown a gradual decrease in the past month. Avoca will continue to
monitor the storm-water from outfall#003 monthly. If you have any questions, please

Please verify whether Qualitative Monitoring must be performed during a "represen the SECTIONo
event"or"measureable storm event"(requirements vary,depending on the permit).
Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be
performed during a"representative storm event" or during a"measureable storm event." However,
some permits do not have this requirement. Please refer to these definitions,if applicable.
A"representative storm event"is a storm event that measures greater than 0.1 inches of rainfall
and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than
0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no
precipitation.
A"measurable storm event"is a storm event that results in an actual discharge from the
permitted site outfall. The previous measurable storm event must have been at least 72 hours
prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter
interval is representative for local storm events during the sampling period,and the permittee
obtains approval from the local DWQ Regional Office.
