There was a typo for permanent impacts in the application. Permanent impacts should total 111 feet instead of 121 feet. TENNYSON sec��rory I have enclosed a set of plans, a PCN application for NWP #14, and a vicinity map relative to the proposed bridge replacement project on SR I 146 Cane Branch Road, Yancey Coimty, NC. We propose to replace the existing 1 Tbridge with an 18' bottouiless culvert (bridge). A total of I I 1 linear feet of permanent impacts will occur for structure fooling (61') and rip rap (50`) in Cane Branch. Temporary impacts of 121 linear feet on Cane Branch are necessary for dewatering during construction. The existing streambed under the structure will not be impacted or modified. "1'he stream is approximately 6-8 feet wide with a predominately cobble, boulder and bedrock substrate. Cane Branch is classified as Class C, Trout. Existing channcl morphology will bc maintained upstream and downstream of the bottomless culvert. Riparian vegetation will be reestablished along disturbed areas associated with the project. Stormwater will be diverted through grass-Iined ditches or vegetated buffers prior to entenng streams. This project may impact polentially suitable northern long-eared bat (Myotis septenir•ionalis) (NLEB) sununer roosting habitat via tree clearing. Less than 10 trees will be cleared for the project However, the projecL is located outside of the highlighted areas/12-digit HUC's and does not require prohibited incidental take; as such, this project meets the criteria for the 4(d) rule and any associated take is exempted/escepted. No effect on the remaining Yancey County list of federally protected species (threatened or endangered) or designated critical habitat will occw�. No Historic Resources will be affected. Describe the overall project in detail, including the type of equipment to be used: A permanent impact to 111 linear feet of Pigpen Creek will be necessary for structure footings (61 feet) and rip rap inleUoutlet stabilization (50 feet). The structure footing wili be outside of the normal water's edge but will be within the normal high water elevation of the stream. The bottomless culvert functions the same as a bridge since the stream bed will not be impacted under the structure. The 121 linear feet will also be dewatered during the construction as a temporary impact. Equipment used will include excavator, crane, and trucks. 4. Jurisdictional Determinations 4a.
