I was out for over a week for training. For Michaux's sumac and smooth coneflower, I'm willing to let the 2-year general rule-of-thumb slide this time. These two species normally have fairly static occurrences and don't just pop up like some other plant species (e.g. Schweinitz's sunflower). I would prefer that NCDOT not get in the habit of using surveys that are more than 2-years old, but I think we are okay in this particular case. Nikki asked me to forward the email chain below related to Bridges 221 and 132 in Orange Co. They provide documentation for plant surveys done for the two projects by Amy James and Jim Mason in 2013. This, combined with information sent previously leads me toward a No Effect call for smooth coneflower and Michaux's sumac for both projects. In your experience is the fact that it has been more than 2 years since the surveys were conducted a red flag in this case? Thanks for your help. -Dave Bailey --- David E. Please see the below. Note that the first 2 numbers denote the county (i.e. 67 = orange county). The rest denote the bridge. Can you forward this on to Gary and Travis too? I'm at home today and only your email is coming up in my tablet. Let me know if you have any questions. Laura From: Mason, James S Sent: Wednesday, August 24, 2016 3:10 PM To: Sutton, Laura E Subject: T&E Survey Information for Bridges 670132 and 670221 Laura- Below is the requested information for the subject projects: 2 B670132 - Surveys were coordinated by Amy James. Surveys for all species (except mussel) were completed on 9/9/2013 and a No Effect was rendered for all non-mussel species. B670221 - Surveys were coordinated by me. Surveys for all species (except mussel) were completed on 9/9/2013 and a No Effect was rendered for all non-mussel species. Amy and I completed the surveys for both projects. No resurveys have been completed on either project for Michaux's or smooth coneflower. Our understanding was that, if they were necessary, they would be requested at the appropriate time. These two species typically require a re-survey every 2 years. Please let me know if you require any additional information.
