Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The proposed Finley Fields Expansion project is located along Old Mason Farm Road, just west of The University of North Carolina at Chapel Hill's (UNC -CH's) Finley Golf Club and just north of the Orange Water and Sewer Authority's (OWASA's) Mason Farm Wastewater Treatment Plant, in Chapel Hill, North Carolina (see Figure 1). The project area is approximately 18.5 acres in size and comprised of forested areas, maintained grass areas and three perennial streams (Morgan Creek, Meeting of the Waters and Chapel Creek). The project area has a topographic gradient which generally slopes towards Morgan Creek. According to the Orange County, North Carolina GIS database accessed on March 1, 2016, the project area is currently zoned as office and institutional. Adjacent properties, including OWASA's Mason Farm Wastewater Treatment Plant, are also zoned for office and institutional. 3b. Attach an 8'/ x 11 excerpt from the most recent version of the USGS topographic map indicating the location of the site. See attached Figure 1 3c. Attach an 8 % x 11 excerpt from the most recent version of the published County NRCS Soil Survey Map depicting the project site. See attached Figure 2 3d. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: 2,641 linear feet (LF) of streams are located on the property. See attached Figure 3. 3e. Explain the purpose of the proposed project: The purpose of the proposed project is to provide additional athletic training facilities by constructing two new grass practice fields on the south side of Old Mason Farm Road. As a result, Jordan Lake Buffer impacts are proposed. 3f. Describe the overall project in detail, including the type of equipment to be used: UNC -CH is planning to add two new grass fields that will serve as practice fields on the south side of Old Mason Farm Road. Supporting infrastructure such as parking, repaving of an existing access road, field lighting, four coach's stands and site irrigation will also be included. One of the coach's stands is anticipated to be constructed within Zone 2 of the Jordan Lake Buffer. The coach's stand will utilize treated wood products for the construction of floor landings and post supports. See Figure 4 for the project's schematic design and Figure 5 for the schematic design of the Coach's Stand. (Note: The final design may vary slightly from the attached schematic design). The athletic fields will utilize an underdrain system in which the outlets will be routed to existing ditches with dissipators designed for full flow in order to meet buffer diffuse flow requirements (see Sheet SFG-1). Two temporary sediment traps are proposed to be constructed outside the Jordan Lake Buffers; however, the proposed emergency spillways associated with the temporary sediment basins will impact the Jordan Lake Buffers. The two temporary sediment traps will be removed and the areas will be re -vegetated after construction. UNC -CH proposes to re -vegetate the two emergency spillways located within the Jordan Lake Buffers by integrating the native plant species observed at the project site with the procedures outlined in Guidelines for Riparian Buffer Restoration (NCEEP 2004). The planting plan will consist of individual tree species with an approximate 8 -foot by 8 -foot spacing. There is an existing access road that crosses Morgan Creek. Typical construction equipment will be used for the project, such as a long-arm track -hoe, front end loader and bush hog for the initial clearing. FORM: BA 10-2013 Page 2 of 8 B. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. - There is an existing access road that crosses Morgan Creek to access the site. Potential repaving improvements are anticipated for the existing access road; however, widening of the existing access is not anticipated at this time. Therefore, impacts to waters resources are not anticipated. - 50 foot Jordan Lake Riparian Buffers are associated with Morgan Creek, Meeting of the Waters and Chapel Creek. There are minimal, exempt impacts proposed as a result of grading within the outer 20 feet of the riparian buffer. - The athletic fields will utilize an underdrain system in which the outlets will be routed to existing ditches with dissipators designed for full flow in order to meet buffer diffuse flow requirements. - Two temporary sediment traps are proposed to be located outside the Jordan Lake Buffers; however, the proposed emergency spillways associated with these temporary sediment basins will impact the Jordan Lake Buffers. The two temporary sediment traps will be removed and the areas will be re -vegetated with native vegetation following construction. The planting plan will consist of individual tree species with an approximate 8 -foot by 8 -foot spacing. - The proposed project is located within a regulated floodway associated with Morgan Creek. An analysis of the impact from the project on floodplain elevations will be conducted and it is anticipated, based on the design of the project, no change in the floodplain elevation will occur as a result of the project. As a result, no impacts to floodplains are anticipated as a result of the proposed project. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The construction of the proposed project will have a minor impact on the Jordan Lake Riparian Buffers. Proper erosion and sedimentation control measures will be utilized during all phases of construction, and a sedimentation and erosion control permit will be obtained from NCDEQ. All work will take place during dry conditions and will be facilitated from high, non -jurisdictional, stable ground. Silt fencing, inlet protection, sediment traps, diversion ditches and tree protection will be installed. Clearing will be done only as necessary to install devices. All erosion and sedimentation control measures will be checked for stability and operation following every runoff producing rainfall, but in no case less than once every week. Any needed repairs to erosion and sedimentation control measures will be made immediately. A weekly erosion control inspection report will be required and will be kept on site by the site superintendent. Temporary and permanent seeding plans will be developed and implemented to restore impacted areas. The proposed project will meet all applicable requirements for Best Management Practices and Engineered Stormwater Control Structures as outlined in State and local stormwater regulations and the UNC -CH Construction Guidelines. The following recommendations wilt minimize impacts to aquatic and terrestrial wildlife resources: 1. Maintain or establish a minimum 100-t'oot undisturbed, native forested buffer along each side of perennial streams and 50 -foot undisturbed, native forested buffer along each side of intermittent streams and wetlands. Forested riparian buffers protect habitat areas and travel corridors for wildlife species. In addition, forested riparian buffers protect water quality by stabilizing stream banks and filtering stormwater runoff. 2. Use bridges for all permanent roadway crossings of streams and associated wetlands to eliminate the need to fill and culvert, where practicable. Fords may be appropriate and preferred for intermittent stream crossings or where crossings will be used only once or twice a year. For fords, crossings in riffles are preferred with the banks lowered upstream and downstream of the crossing. Stabilize the stream bottom with geo-textile fabric and rock; concrete should not be used for bed stabilization. 3. Stormwater runoff to receiving surface waters can be minimized by reducing impervious surfaces and increasing infiltration onsite using Low Impact Development (LID) techniques. LID techniques appropriate for this project may include permeable pavement and bioretention areas that can collect Stormwater from the parking areas. Additional alternatives include narrower roads, swales versus curbs/gutters and permeable surfaces such as turf stone, brick and cobblestone. 4. Re -seed disturbed areas with seed mixtures that are beneficial to wildlife. Avoid fescue -based mixtures as fescue is invasive and provides little benefit to wildlife. A list of wildlife -friendly plants is available upon request. In addition, the use of non-invasive, native species is recommended. Using native species instead of orrtarrentals should reduce the need for water, fertilizers and pesticides. S. Insecticides and herbicides should not be used within 100 feet of perennial streams and 50 feet of intennittent streams, or within floodplains and wetlands associated with these streams. 6. Sediment and erosion control measures should be installed prior to any land -disturbing activity. The use of biodegradable and wildlife -friendly sediment and erosion control devices is strongly recommended. Silt fencing, fiber rolls and/or other products should have loose -weave netting that is made of natural fiber materials with movable joints between the vertical and horizontal twines. Silt fencing and similar materials that have been reinforced with plastic or metal mesh should be avoided as they impede the movement of terrestrial wildlife species. Excessive silt and sediment loads can have detrimental effects on aquatic resources including destruction of spawning habitat, suffocation of eggs and clogging of gills.
