RE: Ogden Highway, LLC -Sterling Farms Subdv., DWQ Application 20051766, Onslow Co.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) have reviewed
the subject application for impacts to wildlife and fishery resources. Our comments are provided
in accordance with provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as
amended; 16 U.S.C. 661 et. seq.), and Sections 401 and 404 of the Clean Water Act (as
amended).
The project site is located off Old 30 Road in Jacksonville. The 396 +/- acre site is currently
undeveloped. Surrounding land use is residential and undeveloped.
The applicant proposes to provide the infrastructure for and construct a residential subdivision
with approximately 5661ots. The project will impact approximately 0.41 acre of forested
wetland through culvert/fill activities to provide 8 road crossings. There are approximately
58.27 acres of wetland on-site. These crossings are oriented to minimize impacts and five of
them will utilize existing crossings. The applicant proposes to mitigate for these impacts by
preserving the remaining 57.86 acres of wetlands on-site by deed restriction and by buying into
the NC EEP for the restoration of 0.5 acre ofnon-riparian wetlands.
It is unlikely that the project will impact threatened or endangered species. There are no
significant habitat types as identified by the NC Natural Heritage Program on or in the
immediate vicinity of the project site. The adjacent Little Northwest Creek is a nutrient sensitive
water body (NSW).

We recommend that:
October 7, 2005
1) Culverts are embedded sufficiently to allow for passage and settlement of aquatic organisms.
2) Utility crossings are either directionally bored or supported above any wetlands or streams.
3) 100 ft vegetated buffers (preferably forested) are maintained between construction and any
wetlands or streams.
The Wildlife Resources Commission does not object to this project if our recommendations are
included as permit conditions. Thank you for the opportunity to review and comment on this
