9. PROJECT DESCRIPTION:
The project site is located at 225 Creekside East Drive, adjacent to Futch Creek located in the Pender
County. To locate the property from NC Highway 17, turn right onto Scott's Hill Loop Road and travel
approximately 1.7 miles. Turn right onto Creekside East Drive and travel approximately 0.25 miles. The
property will be located on the left. The lot is approximately 1 acre with approximately 235' of shoreline
frontage, which is stabilized with a bulkhead. The lot averages approximately 8 feet above mean sea
level. There is currently asingle-family residence on the property. High ground vegetation consists of
lawn grasses and ornamental landscaping. A fringe of high marsh, approximately 5 feet wide. extends
waterward of the bulkhead. It consists of mixed coastal wetlands and "404 type" vegetation. ~~ hich
includes Salt Meadow Grass (Spartina patens) and Sea Ox-eye (Borric%ru fi-trtescc~ns). l he ~~r;~~~~r,~
then transitions waterward from high marsh to low marsh in an area approximately 1 ~ teet ~~ i~i~. ~~ hi~•h
consists of Smooth Cordgrass (Spartina alterniflora), Spike Grass and Glasswort (Salicornia sp.). The
property transitions further waterward into a band of Smooth Cordgrass marsh (Spartina alterniflora~,
which is approximately 50 feet in width.
The Pender County Land Use Plan classifies the adjacent waters as Conservation. and the adjacent hi~~h
ground portion of the project area as Community. The waters of the AIWW and Futch Creek are
classified SA-ORW by the Division of Water Quality. They are designated as a Primary Nursery Area
(PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish.
PROPOSED PROJECT:
The applicant proposes to construct a private pier with a T-head that would terminate in a floating dock
with two (2) boatlifts. The pier would measure approximately 205' from the existing bulkhead. The
pier would terminate in a 27' in width by 16' in length T-head. A ramp would then lead to a ~0' in
length by 10' in width floating dock aligned perpendicular to the pier. The applicant's survey states that
the water depth in the location of the proposed floating dock is -1 ?' at Mean Low Water. Two 13 ~ by
14' boatlifts would be installed at each end of the floating dock. The structure would provide docking
space for up to four (4) vessels.
10. ANTICIPATED IMPACTS
The proposed pier system construction would incorporate 932 sq. ft. of Estuarine Waters and Pubic Trust
Area and would shade approximately 420 sq. ft. of Coastal Wetlands, vegetated primarily with Smooth
Cordgrass (Spartina alterniflora). Minor increases in turbidity should be expected during construction.
Due to the limited amount of water, there will be potential for bottom disturbance and displacement of the
substrate "kicking" by vessel propellers accessing the docking facility at low tide. The proposed pier would
extend approximately 170 feet into the waterbody, which measures approximately 685 feet across. This
distance would conform with the 1/4 width rule.

and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 71.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
priors or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat

Narrative for proposed pier, deck and floating dock located at 225 Creekside East Drive,
Scotts Hill, Pender County.
I propose to build a pier section 205 feet by 6 feet beginning at a wooden bulkhead
leading to a 27' by 16' t-head, a ramp will extend from t-head to a 50' X 10' floating
dock.
Construction will be typical treated poles spaced 8 feet a part with girders bolted thru, x-
bracing and cable tie downs with decking.
I propose 4 boat slips, 2 along side the floater and 2 boatlifts /one located at each end of
the floating dock
The dock will only be used for private recreation. (Fishing, skiing, general boating. etc.j
I have 2 boys, 10 and 6 years old. We use two outboard boats a canoe and kayaks for all
of our boating. The proposed 4 slips will allow safe use of the dock and allow for the
occasional visitor by boat.
