As you can see the proposal wasn't even finalized at this point for what they wanted to do or how much impacts or even mitigation. This isn't necessarily the official presentation - still got some shuffling and editing to do, but it's the basics. We're interested in expanding the exterior footprint of cells 1, 2, and 3 to allow for raising the dike. A toe berm constructed outside is the only feasible way to make dike stable for raise. Approx 42 acres of marsh (veg predominantly w/ Phragmites) needed - likely in phases. Also interested in utilizing Cells 4 and 5. Cell 4 has remnant dike but a breach in NW corner that allows tidal interchange. Cell 5 has little to no dike, so is fairly open to free tidal interchange all over. Neither of these cells has been used before, for both, we're looking at 100+ acres of tidal wetlands - most vegetated with Phrag but there are other spp, fresh and brackish marsh. Main discussion points are how to mitigate these areas. EEP doesn't have enough acreage for simple payment to them so we're interested in discussing alternatives - maybe do some wetland creation/restoration on unused disposal areas in the Cape Fear River or in nearby AIWW. We have not gotten into which areas would be best or we'd be willing to "give up" as far as using in the future for disposal, at this time just want to discuss if this is a viable/acceptable plan. There's a reason why I hardly ever bet .... when we originally scheduled this meeting for Thursday Feb 26, 1 was betting that most of you would have that day completely free. I've given myself a noogie, I KNOW better than that! There are lots of schedule conflicts with Feb 26. Because we really do need your input, we'd like to offer a choice for a rescheduled meeting - either Weds March 4 or Wed March 11. Still the same time (10:00) and same location (Corps office in Wilmington). We'll do a project intro and overview in the office, then take a little drive over to Eagle Island. We'll have a conf line open for the meeting part of the event and I'll send handouts and info several days before. Please let me know which day works better for you. We'll tally the votes and pick the day that works for the majority. If you can't make whichever day is picked, please plan on setting an alternate day to meet me and I'll gladly show you what we're working with. Currently, Cells 1-3 are actively used. To increase capacity, we are investigating constructing toe berms around the outside of the cells to enable a dike raise. In addition, we're investigating bringing Cells 4 and 5 into use. These actions have impacts to varying amounts and types of coastal marsh. We've brought these ideas up now and again through the years and have had very general discussions about mitigation. We're in the process of completing a Wilmington Harbor Dredged Material Management Plan (DMMP). The continued/increased use of Eagle Island and subsequently the possibility for mitigation is a big part of the DMMP. Several weeks ago we discussed our plans with NC Ecosystem Restoration Program and quickly realized the importance of scoping different impact and mitigation scenarios with you. We've scheduled a meeting for Thursday, February 26, 10:00 at the Corps office in Wilmington. We hope to discuss alternatives, then go to Eagle Island to look at the areas in question.
