PROJECT SLTNIIVIARY: Applicant proposes to construct a boat ramp, launch pier, vehicle turn around, access road and dock with 10 slips to serve Riversedge Subdivision. Riversedge, LLC Boat Ramp and Dock for Riversedge Subdivision Winton Hertford County Page 2 orient the 35' radius (70' diameter) turn around (cul-de-sac) between the property line and wetlands. The adjacent property owner has agreed to let the applicant impact his property with a no steeper than 2 to 1 back slope. A 15' wide gravel road is proposed to the turn around. A f130' by f90' pazking area is proposed approxunately 400' landward of NWL. A X24' wide by f350' long road will be constructed to connect the parking azea to Riversedge Drive. Additionally the applicant is proposing t6' by X50' floating launch pier adjacent to the boat ramp with a f6' by t70' long floating dock running downstream parallel to the NWL. A ~6' by X60' pier will extend waterwazd at the end of this dock. The pier will have 4- f4' by f20' floating finger piers for the creation of 10 boats slips. Eight tie pilings will be associated with these slips. The water depth at the end of the proposed docking facility is approximately 17' deep $0' waterwazd of NWL. Anticipated impacts The project as proposed will result in a total upland disturbance of approximately 42,000 ft2 (0.96 acres) along the Chowan River. The total proposed impervious surface area for the common lot is X5.3%. The total impervious surface area within the Coastal Shoreline Area of Environmental Concern is f8%. The natural bluff on the common lot will be removed in order to create a 2 to 1 back slope adjacent the vehicle turn around. The construction of the piers and dock will result in the shading of X1,340 ftz of river bottom. Localized turbidity will be present as a result of the construction of the boat ramp and pier structure. Storm water runoffwill be sheet flow and road side collection swales both toward the Chowan River and through Section 404 wooded wetland. Kelly Spivey -19 Mazch 2008 Project Narrative Riversedge, LLC is proposing to construct a community 10 slip boat dock and a boat ramp along the Chowan River in the Riversedge Subdivision in Hertford County, North Carolina. The proposed location of the project is located at the corner of Riversedge Drive and Riverview Court. The entrance to the parking facility and access road to the boat ramp and docks will be off of Riversedge Drive. The access road will follow the toe of slope next to Lot 11, Jerry Storey's property. The access road will be a gravel road and the boat ramp will be constructed out of concrete. The following is a list of revisions in accordance with your comments dated January 16, 2008. Overall: Signed green cards or copies showing receipt (via certified mail) of the entire application package by the adjacent property awners must be included. A copy of the purchase receipts can be furnished to this office until the signed receipt cards are returned. Please provide 26 copies of the plat(s) if they are larger than 11"xl7". Response: Copies of the receipts for certified mail are provided in this submittal package. Atso, 26 copies the plans have been provided. From DCM-MP-1 Application for Major Development Permit: 3. Street address is Riversedge Drive. Response: The street address has been revised to Riversedge Drive. 3. Lot No.(s) is the total number of lots that re already exist in Riversedge Subdivision. Response: The total number of existing lots have been provided in the application. From DCM-MP-2 Excavation and Fill: • In the boat ramp section of the chart you indicated a length of 75'. This should be changed to 22'. According to the plat the boat ramp is 22' waterward of the normal water level (NWL). The remaining 53' is landward of NWL and is not counted as length of boat ramp, Response: The chart has been revised to 22' reflecting the length of boat ramp waterward of NWL. l .a. You indicated that 100 cubic yards of material was to be excavated from NWL. Given the size of the boat ramp and the existing and proposed water depths please show calculations. Please be reminded that is the amount of material to be excavated from below NWL. It does not include excavation for the approach landward of NWL. Response: After reviewing the design, there will be little to no excavation below NWL. The ramp will be precast and placed into position on top of the existing bottom. l .c. You checked wetlands. However the plats do not show any wetlands being disturbed by the approach road, vehicle turn around or boat ramp. I believe none should be checked. Response: This part of the application has been revised in accordance with your comment. Plat: Show the entrance road as it connects with Riversedge Drive. Indicate the water depth in the vicinity of the floating dock that runs parallel to the shoreline. This dock may have to be a fixed structure due to the potential of the structure sitting on the bottom. Response: The plan has been revised to show the entrance road connecting to Riversedge Drive. Water depths have been provided in the vicinity of the floating dock that runs parallel to the shoreline. This floating dock has been moved waterward to prevent it from sitting on the ground.
