Individual 401 Water Quality Certification No. 3977 issued December 2, 2013 for R-2519B. Individual 404 Permit SAW-2004-9987181/2004-30631 issued August 20, 2014. ' Dear Madam: The North Carolina Department of Transportation (NCDOT) proposes to improve US 19E in Yancey and Mitchell Counties. The R-2519B project, approximately 7.5 miles in length, will be widening US 19E from two lanes to a multi-lane facility. The project begins at SR 1186 west of Micaville and ends at the existing multilane section west of Spruce Pine. The project Let on February and is currently under construction. On August 2, 2016 a torrential rain event overwhelmed erosion control measures at three sites along the R-2519B project which caused an excessive amount of sedimentation to flow into the South Toe River drainage. USFWS requested urgent implementation of erosion control measures to mitigate sediment loss frorn the project. Some of these measures will alter temporary impacts to Permit Site 4 from the 2013 permit application submittal. A 140 lf temporary pipe will be attached to the permanent 36 inch and 42 inch reinforced concrete pipes (RCP) already installed in Phipps Creek. The temporary pipe will minimize access to Phipps Creek from runoff occurring at the permit site and from the larger storage area created above the stream. This action will add an additional 1401f of temporary impacts to the 151f of temporary impacts from the 2013 permit application for a total of 1551f (0.01 acre) of temporary impacts. The temporary pipe will be removed following construction and stabilization of the site. To expedite additional erosion control, the temporary pipe may have already been installed.
