DWR agrees with Alternative 2 as the LEDPA with the understanding that efforts will be made to further reduce the stream impacts associated with this alternative. The project is now in position for what would traditionally be in Merger as a CP-3 LEDPA decision. While this project has not followed the formal Merger process, it has tracked the process as close as possible. The Corps, as lead federal agency, has decided that the LEDPA concurrence will be informally handled; as most agencies/stakeholders have already indicated a preferred alternative, abstained, provided no comment or raised no significant issues. 1 Two alternatives (Alt 1, the southern alignment and Alt 2, the northern alignment) are under consideration. The applicants preferred alternative (Alt 2) has been proposed as the LEDPA. The following agencies have expressed their preferences or made neutral effects calls: NOAA- no resources present USEPA- abstain NCDWR- NCDOT-Alt 2 NCWRC- Alt 2 NCSHPO- "No Effect" within either alts. USFWS- USACE-Alt 2 After reviewing the alternatives, documentation and stakeholder input, the Corps agrees that Alternative 2 is the LEDPA and is seeking informal concurrence with that action.
