Island Investors, LLC Page Two 9. PROJECT DESCRIPTION: The project site is located at 7621 Scout Camp Hatila Road, adjacent to-the Atlantic Intracoastal Waterway (AIWW), in New Hanover County. To get to the property take College Road south from Wilmington and turn left onto Seabreeze Road, just before crossing the Snows Cut high rise bridge. Continue east on Seabreeze Road and take the first left onto Scout Camp Hatila Road. Continue straight and the subject property will be located on the right hand side of the road. The subject property totals approximately 2.24 acres and currently contains asingle-family residence and access pier. High ground vegetation at the site consists of Live Oak, Pine and Cedar. Understory vegetation consists of Red Cedar, Wax Myrtle and Yaupon. Residential properties border the site to the north, west and south. The high ground is bordered to the east by a variety of coastal wetland species including: Smooth Cordgrass (Spartina alterni ora) and Black Needle Rush (Juncus roemarianus). High marsh coastal wetland species include: Spike Grass (Distichlis spicata), Black Needle Rush (Juncus roemarianus), and Salt Meadow Grass (~artina patens). The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The waters of the AIWW, in the vicinity of the project, are classified SA, by the Division of Water Quality. The area is designated as a Primary Nursery Area (PNA), by the Division of Marine Fisheries and is CLOSESD to the taking of shellfish. PROPOSED PROJECT: The applicants propose to remove a deteriorated boatlift (located at the terminal end of the existing pier) and extend the existing access pier (6' x 184') approximately 90' towards the east. The proposed pier extension would span slightly towards the south in order to stay within the applicant's area of riparian access. Two finger piers (6' x 12') would be constructed on opposite sides of the access pier, approximately thirty-five feet landward of the terminal end of the structure. A boatlift would be installed on each side of the finger piers (4 total) with two lifts being located on the southern side of the access pier and two located on the northern side of the access pier. A covered 8' x 16' "T-Head" shaped gazebo would be constructed at the terminal end of the access pier. Water depths in the areas surrounding the proposed boatlifts and finger piers would average approximately -3.0' to -4.0', relative to Normal Low Water (NLW). As proposed, the pier and docking facility would exceed I/4 of the width of the water body, however, the structure would be located in alignment with the two adjacent structures (both within 200' from the applicants property). 10. ANTICIPATED IlVIPACTS: As proposed, the planned development would be located within the applicant's area of riparian access. Additionally, the proposed structure does not appear to extend beyond, or into, the edge of the adjacent channel The construction of the proposed finger piers and boatlifts would incorporate an additional 1,388 sq. ft. of estuarine waters and public trust area. Its legal description is PT R V Freeman TR 4. The owners of record are Mike J. Lord and Scott Jones (DBA) Island Investors LLC, 135 River Oaks Road Wilmington, North Carolina 28412. The tract of land extends east from Scout Camp Hatila Road to Myrtle Grove Sound and is accessible via a dirt entrance. The western side of the tract is wooded with mature Live Oaks, Hickory, and Pine. The Waterway side of the property has not been designated as a Primary Nursery Area (PNA) and there is no delineation of wetland areas on the property. The waterfront property measures 113.42 feet. There is a boat railway running parallel to the existing pier, which at one time provided water access. According to the hydrographic surveyor, this railway is four (4) feet wide and constructed of 8-'/z-gauge steel. The applicant does not intend on removing this structure, nor does he have intentions of repairing it. The neighboring properties to the north and to the south have existing pier structures, and this permit aims to extend the applicant's current pier to these existing pier lengths. The applicant proposes to construct a private pier to provide water and boating access to his property. The pier would tota1264 feet long by 6 feet wide.The pier would feature one fixed T-head perpendicular to the waterward end so that it would accommodate four (4) possible boat slips: two (2) slips on the north side of the pier and two (2) on the south side. Each finger will be six (6) feet in width and twelve (12) feet in length. Additionally, there will be four (4) pilings driven into each slip in order to accommodate a mechanical boat lift, if owner should decide he would eventually add them. No dredging is necessary. At the end of the structure, the applicant proposes a fixed platform with square footage measuring eight (8) feet in length by sixteen (16) feet in width. The middle portion of the platform will host an eight (8) by ten (10) square foot roofed gazebo. Materials for the intended pier include pressure treated lumber and pilings, galvanized bolts/nuts/washers, and stainless steel nails.
