On March 11, 2016, the US Army Corps of Engineers issued a 404 Nationwide 14 to both
NCDOT Division 9 and the Village of Clemmons for construction of Village Point Drive in
Forsyth County. Also, on April 13, 2016, NCDEQ-Division of Water Resources (DWR) issued a
401 General Certification 3886 with additional conditions to both NCDOT Division 9 and the
Village of Clemmons for construction of Village Point Drive. At this time, the Village of
Clemmons will be solely responsible for construction and long term maintenance of the road and
thus, compliance with the 404 and 401 permits. The NCDOT requests that the 404 and 401
permits be transferred from both NCDOT Division 9 and the Village of Clemmons solely to the
Village of Clemmons. Also, NCDOT also understands that the NPDES permitting requirements
associated with the construction and post construction stormwater will no longer be the
responsibility of the NCDOT. If you have any questions, or need more information, please
