We are reviewing design alternatives, none of which will require a stream crossing. In light of this, please consider this as my request for withdrawal of the subject PCN application. I appreciate the time you and Mr. Thomas have spent in review of the applications. Please contact me if you have any questions or if I need to do anything further to terminate the permitting process. We'll just look at the proposed crossing location during our site visit. Here is an official "hold letter" stating we're going to conduct the site visit and that you are required to address stormwater for the 401 application process. I thought this would be helpful to you and John Thomas for your review before your site visit on August 31. I also saw your note regarding newer stormwater requirements for the new phase as noted in our PCN for the stream crossing.
