Sorry for the delay.
I'm in agreement with Chris' comments.
I have one comment regarding Item #1:
"....continuing to operate a float gage that will automatically stop the turbine(s) if the reservoir level drops
below the crest of the dam so that water can immediately spill over the dam. "
DWR used to use the word "instantaneously". (We used 4 hours to fill/spill at some projects as the definition of
R -O -R.) I'm not sure if there's a dime's worth of difference between that and "immediately", but it doesn't seem
possible to immediately spill when the project kicks off. Perhaps we should use a timeframe, such as 1 hour, for
the pond to fill/spill. (I'm unclear how much water continues to flow through the water room when the project
does kick off.) They may object to this word, and I wouldn't want to set them up for failure.
