REQUEST FOR MORE INFORMATION
Dear Mr. Overman:
On December 19, 2007, the Division of Water Quality (DWQ) received your application dated
December 18, 2007, to impact 1.51 acres of wetlands and 95 linear feet of stream to construct the
proposed residential subdivision. The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below. The DWQ will require
additional information in order to process your application to impact protected wetland, streams
and/or buffers on the subject property. Therefore, unless we receive the additional information
requested below, we will have to move toward denial of your application as required by 15A
NCAC 2H .0506 and 2B .0259(8) and will place this project on hold as incomplete until we
receive this additional information. Please provide the following information so that we may
continue to review your project.
Additional Information Requested:
1. Written Stormwater Management Plan (Final Plan Needed)
A final, written stormwater management plan (including a signed and notarized Operation and
Maintenance Agreement) shall be submitted to the 401 Oversight and Express Permitting Unit
(2321 Crabtree Blvd., Suite 250, Raleigh, NC, 27604) You have the option of using the Express
Review Program for expedited approval of these plans. If you propose to use the Express Review
Program, remember to include the appropriate fee with the plan. The stormwater management
plan must include plans, specifications, and worksheets for stormwater management facilities that
are appropriate for the surface water classification and designed to remove at least 85% TSS
according to the most recent version of the NC DENR Stormwater Best Management Practices

Manual. These facilities must be designed to treat the runoff from the entire project, unless
otherwise explicitly approved by the Division of Water Quality
Please contact Kyle Barnes of the Washington Regional Office and Ian McMillan of the DWQ
Central Office in writing within four weeks of the receipt of this letter with the requested
information. If we do not hear from you within four weeks, we will assume that you no longer
want to pursue this project and we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
are not authorized (at this time) by the DWQ. Please call Kyle Barnes of the Washington
