Sounds good. They are likely to get the info in soon, likely by the end of the week.

No, I'm ok for right now. But, I wasn't sure as to when the add'l info you requested would come in. If it's going to be
more than 2-3 weeks, I'll likely put it on hold.

Will do. Are you running up against a deadline where you may need to put the project on hold?

Thanks Brian. No, the information provided is too vague for me to make a No Effect call. I recently asked Nikki for more
specific information (email from NES with specific dates, habitat info, etc.). I sense it's becoming important to remind
DOT of our expectation during this reorganization.

Brian,
Yes, sort of. Although no survey reports are technically required to be provided to me for a "No Effect" determination, it
would be good practice for her to provide them to you and the USACE. Since the USACE is the federal action agency in
this case for Section 7, it would be best for David to have the survey reports so that he is comfortable with the "No
Effect" determination.

Good morning! After much digging, and chasing my own tail, I think I’ve got what you need.
From NES: Marginal habitat for smooth coneflower and Michaux's sumac in powerline ROW in southwest
quadrant of bridge. Most of the other roadside habitat is mowed too regularly. Surveys were completed on 9/2013.
Let me know if you need anything else
Nikki

I agree with David. A "no effect" biological conclusion is appropriate for the dwarf wedgemussel due to the
project location being in the Roanoke basin. However, there is insufficient information to document the biological
conclusion for smooth coneflower and Michaux's sumac. February is not the appropriate time of year to look for these
species.
With regard to going from a bridge to a culvert at this location, I have no objections.

Nikki,
Thanks for the PCN and attachments for the above referenced project. I read the information regarding
threatened and endangered species and need clarification.
No Effect for dwarf wedgemussel makes sense given its location in the Roanoke River Basin.

Your proposed determination for smooth coneflower and michaux's sumac appears to be based on a field
scoping in February 2014. However, there is no information on whether habitat for these species is present or not, or if
USFWS had already weighed in on the project's effects on these species. Per usual, if habitat for either of these species
was present then surveys should have been done during flowering season. Any additional information you have would
be helpful. Thanks.

Attached, please find an application and supplemental information for the above proposed bridge replacement.
I will have to break it up into separate emails due to file sizes.
Dave B - your hard copy is in the mail.
Also, I will be on vacation next week so if there are any questions related to the project, I have cc-ed Jerry, Tim
Powers and Galen Cail in the hopes that they can answer them.
