Looking for smooth coneflower and Michaux's sumac in February would not be an appropriate time of year to find these species. With regard to the dwarf wedgemussel, I am not too concerned with that species in Orange County. We only have one "record" for the species in Orange County from many years ago, and that "record" was a single weathered shell (which conceivably could have been a mis-identification). Many additional surveys have failed to find the species in Orange County. So, I am not requesting a mussel survey for this project, but your justification for your biological conclusion is insufficient.
