First, thank you for your time meeting with us to explain your project. In addition to the four items that Andrea has outlined below, when updating your impact table in the PCN please include both permanent and temporary impacts. The Division of Water Resources will also need a copy of the agent authorization form. I understand that you will be pursuing a jurisdictional determination and some of this information may take some time. To re -summarize: • Delineate all wetlands that may be impacted by the project. This is particularly important at the site proposed forthe outdoor classroom platform. The site is clearly a wetland, with some typical S. Appalachian bog plants (Sphagnum, pitcher plants). Avoid as much wetland impact as possible. • Reconsider the plan to reroute the stream that runs around this wetland. The stream, which may be more of a linear wetland with flow, runs between the wetland and the road. We were concerned that if the stream is rerouted directlyto the lake (cutting off its circuitous route behind the wetland), it may change hydrologyof the wetland itself. If the rerouting is included, provide more information on need. • Provide design information for the coldwater release. • Provide plans that clearly show where wetlands/streams are and any paths, structures, etc that may impact them. • Update the impact table including both temporary and permanent impacts. • Submit an agent authorization form. Your project will remain on hold until the required information is submitted. Please respond in writing within 30 calendar days of receipt of this letter. Please let me know if you have any further questions or need additional guidance in the permitting process. We all supportthe project objective of improving educational opportunities at the site and appreciate the Station's intention to avoid ecological impacts as much as possible.
