In response to your letter, dated February 27, 2008, requesting additional
information, we offer the following:
1. The location of the Normal High Water line flagged by Debra Wilson of
the Division of Coastal Management (DCM) IN July of 2007 differs from
the one illustrated on the State Storm Water permit SW8061034 issued
from the DWQ on April 18, 2007. Submit a revision to permit SW8061034
to the DWQ to relocate the level spreader outside of the 30-foot buffer to
the Normal High Water line.
Response: We have revised the design to locate the level spreader outside the 30'
buffer. With the attachments to Rhonda Hall, we are submitting as a revision.
2. The application states that mitigation for the 590 square feet of Coastal
Wetland impacts will consist of 600 square feet of replanting and
restoration in section D of drawings E4 and E9. Iri addition, 255 square
feet will be replanted to the original state in section B. However, these
sections are included in the area to be dredged per the application.
Submit a more thorough description of the mitigation plan for the site.

required to create a suitable substrate for plantings. Presently those areas are
covered with inorganic debris.

3. The application states that the proposed docking facility will contain 5
boat slips. However, the design as submitted will potentially
accommodate up to 10 boat slips. This discrepancy could potentially lead
to further shellfish closures per 15A NCAC 18A. 0911 as mentioned in the
February 20, 2008 memorandum by Jeremy Humphrey of the North
Carolina Shellfish Sanitation and Recreational Water Quality Section.
Explain the facility design as submitted.
Response: Based on water depths, mooring for 10 slips is not possible. However,
as a deterrent, a 36"rail will be added along the western side of the floating dock.
