Mr. Cooper: The Division of Water Quality (DWQ) 401 Oversight and Express Review Permitting Unit conducted a site visit at the above-referenced site with Lorrie Laliberte from CZR on February 11, 2008. Our comments are as follows: The Mayfaire mitigation project is easily meeting hydrology success criteria, with long duration inundation or saturation throughout Area C. While this provides water quality benefits through stormwater retention and treatment mechanisms, it also creates a challenge for woody vegetation establishment. Bald cypress and river birch appear to be surviving, and the supplemental planting of obligate and FACW species in 2007 will hopefully increase diversity. We will evaluate vegetative success upon receipt of future monitoring reports. The supplemental planting may necessitate extension of the monitoring period for vegetation to allow time to verify that the wetland community is developing toward the targeted success criteria. Human disturbances (e.g. dirt bike trails and bridges) were evident in the uplands around the restoration area, but did not appear to be impacting the wetlands themselves. Mayfaire is addressing this issue to ensure that these activities do not impact the success of the mitigation project.
