Enclosed is a package of information outlining a proposed bridge replacement over Garr
Creek on SR 1164 in Montgomery County. The project is located within the backwater
of Badin Lake, which is operated by the Yadkin Division of Alcoa Power Generating Inc.
as part of the Yadkin Hydropower Project (FERC No. 2197). Yadkin requires the North
Carolina Department of Transportation (NCDOT) consult witli federal and state resource
agencies regarding the proposed project.
Enclosed is some basic information about the proposed project. Please provide to me any
written comments on this proposal within thirty (30) days. Agency comments will be
forwarded to Yadkin as part of our application for approval of the proposed project.
Yadkin will consider ageney comments in evaluating and approving the proposal.

Project Description:
The project calls for the replacement of Bridge No. I1 on SR 1164 (Tuckertown Road) over the Garr
Creek in Montgomery County. The archaeological Area of Potential Effects (APE) for the project is
defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) east and 300 feet south along
Tuckertown Road ff-om the center of BYidge No. 11. The corYidor is approximately 120 feet (36.58 m)
wide extending 60 feet (18.29 m) on either side of the road fi�om its present center.
SUMMARY OF ARCHAEOLOGICAL FINDINGS
The North Carolina Department of Transportation (NCDOT) Arc{zaeology Group reviewed the subject
project and determined:
� There are no National Register listed or eligible ARCHAEOLOGICAL SITES present
within the project's area of potential effects. (Attach any notes or documents as needed)

Brief description of review activities, results of review, and conclusions:
Bridge No. 11 is located just north of Badin Lake in the southwestern corner of Montgomery County,
North Carolina. The project area is plotted in the northeast portion of the New London USGS 7.5'
topographic quadrangle (Figure 1).
A map review and site file search was conducted at the Office of State Archaeology (OSA) on December
3, 2015. No previously recorded archaeological sites are identified within the APE, but nine sites
(31MG492, 31MG849, 31MG1952, 31MG1968, and 31MG1769-31MG1773) are reported within a mile
radius of the bridge. According to the North Carolina State Historic Preservation Office online data base
(HPOWEB 2015), there are no known historic architectural resources within the APE that may yield
intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One
Map), and historic maps (North Carolina maps website) were examined for information on environmental
and cultural variables that may have contributed to prehistoric or historic settlement within the project
limits and to assess the level of ground disturbance. An archaeological field investigation was carried out
on December 9, 2015, to evaluate the project area.
Tuckertown Road runs north-south on the westside of Garr Creek. After crossing the creek at Bridge
No. 11, the road bends roughly 90 degrees to run east-west. Garr Creek flows south into Badin Lake, a
damned portion of the Yadkin River. The APE consists mostly of side slopes, but a small floodplain is
adjacent to the creek, northwest of the bridge (Figures 2-5). The landform southwest of the bridge is
graveled over for a boat landing and parking lot (Figure 6). Property southeast of the bridge has been cut
and graded, most likely for road construction (Figure 7). The former road trace is still present along the
southern edge of the slope in this section. Other disturbances include recently dug ditches and the
dumping of fill to elevate the road above the floodplain.
According to the USDA soil survey map, three soil series composed the APE (see Figure 2). Oakboro silt
loam (OkA) is found in the floodplain. This is a well drained soil with slope of less than two percent.
Early settlement activities are possible on this series due to it being dry and fairly level. On either side of
the floodplain is side slopes made up of the Badin-Tarrus complex (BdD) to the west and the Goldston-
Badin (GoE) complex to the east. Although both series are also well drained, slope is steep at 15 to 45
percent. Typically, landforms with slope of 15 percent or more are not tested since they are unlikely to
yield significant cultural resources.
A review of the site files shows few investigations within the vicinity with nearly all being conducted to
the south and east. These investigations have identified a high density of archaeological sites in the
region. A total of nine previous sites (31MG492, 31MG849, 31MG1952, 31MG1968, and 31MG1769—
31MG1773) are reported within the general area with more further to the south and east. Most are
prehistoric, but three (31MG492, 31MG1772, and 31MG1773) have historic resources present as well.
All known sites are ineligible for the National Register except for 31MG1772 and 31MG1773, which
have yet to be assessed. Due to the high density of sites, it is very possible that unknown sites could be
present in areas that have not yet been investigated.
Lastly prior to fieldwork, a historic map review was conducted. Most maps before the 20th century
provide only general details concerning the region illustrating just major roads and settlements. The circa
1910 U.S. Post Office map and the 1910 Map of Eldorado Township are two of the first in which an
accurate location can be identifed (Figures 8 and 9). These two maps show a road with a similar
alignment as Tuckertown Road cross Garr Creek near or at the current bridge site. No structures are
identified adjacent to the crossing. The later 1930 Soil Map for Montgomery depicts the same picture as
the earlier maps (Figure 10). From this review, it seems unlikely for any significant deposits associated
with former structures to be impacted by the proposed bridge replacement project.

The archaeological field investigation at Bridge No. 11 consisted of two shovel_ test placements (STPs)
30-m (ca. 98-ft) apart in the floodplain, northwest of the bridge (see Figure 2 and 3). These STPs were
excavated to 40 cm (ca. 16 in) below the surface. The soil stratigraphy consists of three layers. The
upper layer is a dark yellowish brown (lOYR 4/4) loam that is 10 cm (ca. 4 in) thick. This is followed by
a yellowish brown (lOYR 5/6) silt loam that is 15 cm (ca. 6 in) thick. The third layer appears to be
subsoil and is a light yellowish brown (lOYR 6/4) silty clay loam. Slopes in excess of 15 percent and the
gravel lot prevented the placement of additional STPs. Also, no STPs were placed on the cut and graded
landform to the southeast, but this area was surface inspected. No cultural material was identified either
from the subsurface or the surface.
The archaeological investigations for the proposed replacement of Bridge No. 11 show that no
archaeological sites are within the APE. As a result, no further archaeological work is required for
replacement of Bridge No. 11 in Montgomery County. However, additional work might be required
should design plans change to encompass property outside of the currently defined APE.

Description of review activities, results, and conclusions:
Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was
undertaken on December 4, 2015. Based on this review there are no NR, DE, LL, SL, or SS in the Area
of Potential Effects (APE). There are no structures in thE vicinity of this bridge replacement project other
than the bridge itself. Montgomery County Bridge No. 11 was built in 1961. The structure does not
exemplify any distinctive engineering or aesthetic type and is not eligible for the National
Register of Historic Places. No survey is required.
Whv the available information provides a reliable basis for reasonablv are�licting that there
are no urziclentified siQnificant historic arcl:itectural or landscape resources in tlee proiect
area: Using HPO GIS website and Montgomery County GIS website provides reliable information
regarding the structures in the APE. These combined utilities are considered valid for the purposes of
determining the likelihood of historic resources being present.
