3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
The project property includes a perennial stream (Gashes Creek) to Swannanoa River that is located approximately 200
feet south of US 74 Alternate and runs parallel to the road, passing under the existing Village Park subdivision entrance
road through an existing 36" pipe. The slope of the existing stream is gentle The headwaters of Gashes Creek are
located approximately 3400 -LF east of the exiting HDPE pipe located under Village Pointe Lane. The existing site is
currently the entrance to a previously developed residential single-family subdivision.

3d. Explain the purpose of the proposed project.
The purpose of the project is to protect the existing slope adjacent to the stream and reduce sedimentation that is
occuring during each storm event. Large storm events are altering the route of the existing stream on a frequent basis,
making it unstable The bend in the stream is encroaching into an existing embankment and causing slope failure. The
erosion is also contributing to excessive sedimentation downstream on neighboring properties.
3e. Describe the overall project in detail, including the type of equipment to be used:
The project will involve realigning approximately 38 linear feet (LF) of the existing stream, which is immediately upstream
of the existing 36" culvert and boulder headwall. Existing small boulders will be reused in the re -aligned section. In
conjunction with the realignment, three Cross Vane installations are proposed, two upstream of the start of the
realignment and one between the end of the realignment and the boulder headwall. The stream banks along the area of
realignment will be stabilized using biodegradable turf reinforcement mat (TRM), and native vegetation consistent with
existing vegetation. Conventional construction equipment will be used, including a mini track mounted excavator, dump
truck and assorted hand tools The contractor will be required to use only well maintained and functioning equipment, and
perform daily checks for leaks of any fluids. An emergency spill plan will also be used

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Due to the meandering nature of the existing stream and the desired area for improvement being relatively short,
consideration was made to straighten only a small section of the stream. The meandering nature of the stream will be
preserved while pulling the stream back from the endangered slope. The cross vanes are installed specifically to minimize
disturbance and maximize bank stabilization.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques
The cross vanes will be installed first to stabilize the stream banks and to help in the prevention of downstream sedimentation.
The use of a mini excavator and hand tools will be used where possible to minimize the impact. Large tarps will be utilized to
stockpile excavated material from the new stream location for re-use in the existing stream section to help preserve existing
grass vegetation. The new section will be stabilized and existing small boulders moved to the new section prior to connecting
the new section to the existing stream. Temporary stone barricades will be used to facilitate connection to the existing stream
while stabilizing the new section. Avoiding the removal of natural vegetation where possible in and around the unimpacted
area of Gashes Creek, and minimizing the creation of bare soils in and around the area of Gashes Creek will minimize the
impacts. The contractor will be required to use only well maintained and functioning equipment and perform daily checks for
leaks of any fluids. An emergency spill plan will also be used.
