The Division of Water Resources (DWR) received a Bank Parcel Development Package (BPDP)
and a Mitigation Banking Instrument (MBI) for the Selma Mill Buffer and Nutrient Offset
mitigation bank on July 6, 2015 for review and approval on behalf of EBX-Neuse I, LLC (EBX).
On April 14, 2016, EBX submitted a revised BPDP and MBI for the above -referenced site.
Upon DWR review, further changes and edits were recommended to the BPDP and MBI. On
May 16, 2016 DWR received a final BPDP and MBI.
On June 23, 2016, the BPDP and MBI were placed on public notice. DWR received no
comments regarding the subject BPDP and only a few comments for the subject MBI. On
August 10, 2016, EBX resubmitted the final MBI which included the suggested changes by
DWR. The BPDP and MBI for the subject site are now approved. A colored hardcopy of the
BPDP along with a CD of the document is requested upon receipt of this letter.
According to the credit release schedule outlined in your MBI signed on August 11, 2016, the
following items are required prior to receiving your first credit release of twenty percent:
Conservation Easement (already received and approved)
Financial Assurance documents
