TE�NNYSON s�ae►y SUBJECT: Bridge#160 Replacement on SR 1654 (Stroupe Road), Cleveland County Dear Mr. Kichefski: The North Carolina Department of Tranaportation zequests authorization to replace to replace a deteriorating 150-foot timber deck bridge witl� a 170-foot concrete bridge on 5R 1654, Stroupe Road in Cleveland County. It is proposed that there will be 24 feet of temporary impacts for existi.ng end bent removal to Buffalo Creek (classified WS-III r�vatershed by the Division of Water Resources. It is anticipated that t�ere wi11 also be �0.02-0.03 acres af fiIl impacts and �0.(}4-0.07 acres af inechanized land clearing impacts to an adjacent linear wetland {located at the edge of tiie roadway embankment in an existing utility corridor. The Division �2 Environmental Office conducted a threatenedlendangered species survey on September 28, 2015 on Bridge #160 in Cleveland County. The federally listed species for Cleveland County (i]SFWS listed date April 02, 2015} is the dwarf-flowered k�eartleaf (Hexastylas naniflora) and the Northern Long-Eared Bat {Myotis septentrtonalis). Based upon available Natural Heritage Prograin records, the nearest dwarf-flowered heartleaf location approximately 3.9 miles west of the proposed project area. The heartleaf is usually found on dry to moist ravi.ne slopes (usually north facing and of the oak hickory-pine forest type) and in boggy areas near springheads. There did not appear to be suitable habitat within the proposed project area and no species were observed. No impact on this species is anticipated. . Based upon available Natural Heritage Prograrn records, the nearest Northern Long-Eared Bat location approximately 12 miles north of the proposed praject area. During summer, Northern Long- Eared Bats roost singly or in colonies underneath bark, in cavities, or in crevices of both live and dead trees. They may also roost in cooler places, like caves and naines. Tree species may be used based on suitability to retain bark or provide cavities or crevices, It has al.so been found, rarely, roasting in structures like barns and sheds. Northern long-eared bats spend winter hibernating in humid caves and mines. Bridge #150 was assessed for suitable bat habitat. The bridge does not contain suitable habitat and no bat evidence found (Sea attached Bat Habitat Assessment Form). Trees will be cut around the bridge as part of the project, but there did not appear to be any suitable roosting trees in the immediate vicinity. The closest listed underground mine, per NHP database is the Griggs Mines, 1 mile east of the praject site.
